  • The Government of Liberia has received financing from the World Bank toward the cost of the Regional Emergency Solar Power Intervention Project (RESPITE) and intends to apply part of the proceeds toward payments under the contract for Package 2: Hydro electromechanical (HEM)Works for the Mt. Coffee Hydropower Plant Extension. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  • The Liberia Electricity Corporation (LEC) now invites sealed Bids from eligible Bidders for Package 2: HEM Works for the Mt. Coffee Hydropower Plant Extension in a period of 36 months. The Mt. Coffee Hydropower Plant (MCHPP) is located about 30km from Monrovia and has an installed capacity of 88MW, accounting for about 70% of Liberia’s generation profile. The extension endeavor will increase MCHPP capacity by 42MW through the addition of 4x 10.5 MW Z-type Kaplan Vertical turbines, and extension of the existing powerhouse and associated civil works without altering the dam or intake structures, whilst ensuring continuous operation of the existing units. The MCHPP Extension will be executed via two contracts: (i) Package 1/ Civil works; and (ii) the current contract, Package 2/ Hydro-Electrical & Mechanical (HEM) works. Generally, the scope of the HEM works contract includes the design, supply, installation, testing, and commissioning of the turbine-generator sets; penstocks; intake gates, trashracks and stoplogs; draft-tube stoplogs; the SCADA system; main power and auxiliary transformers; extension of the powerhouse overhead crane; workshop and warehouse overhead crane; and the necessary balance-of-plant systems, among others, as further defined in this Request for Bids.
  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition – September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80%, and for Bid cost: 20%.
  • Interested eligible Bidders may obtain further information from Liberia Electricity Corporation and inspect the bidding document during office hours [09:00 am to 05:00 pm GMT] at the address given below.
  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 200.00. The method of payment will be by direct deposit into the following account -Ecobank Liberia Account No - 6101965512 - Account is in USD Swift Code: ECOCLRLM. The documents will be shared via email.
  • Bids must be delivered to the address below on or before 10:00 am GMT, October 30, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a Bid Security of US$ 500,000.00.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
