REQUEST FOR EXPRESSION OF INTEREST
(CONSULTING SERVICES– FIRMS SELECTION)
CONSULTANCY SERVICES FOR TRANSACTION ADVISOR
Reference No.: UG-PSFU-432365-CS-CQS
- The Government of Uganda received financing from the World Bank toward the cost of the Investment for Industrial Transformation and Employment (INVITE) Project and intends to apply part of the proceeds for consulting services.
- The consulting services ("the Services") include those of Transaction Advisory.
- The Government of Uganda represented by Private Sector Foundation Uganda (PSFU) under INVITE Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are as follows:

- At least 10 years’ experience in undertaking similar assignments.
- Evidence of at least 3 similar assignments at National and International levels demonstrating experience in investment transactions preferably in equity investments and ideally in a private equity environment, performing across-the-board analyses of companies including due diligence processes.
- Operating in Uganda for at least five years demonstrated by submitting the transactions performed.
- Firm’s organogram demonstrating the firm’s technical and managerial capability.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications. Consultants shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the Procurement Regulations.

- Expressions of interest must be delivered in a written form to the address below (in person, or by mail) by Thursday, September 24, 2024. Consultants may make arrangements to have their Expressions of interest delivered by courier services at their cost. However, PSFU shall not accept liability for loss or late delivery.
