SUPPLY AND DELIVERY OF EQUIPMENT TO SUPPORT THE MINISTRY OF PUBLIC WORKS (DRAINAGE CLEANING OPERATION) & LIBERIA WATER & SEWER CORPORATION (SEWER CLEANING OPERATION)

- The Government of the Republic of Liberia has received financing from the World Bank towards the cost of the Liberia Urban Resilience Project (LURP) and intends to apply part of the proceeds towards payments under the contract for Supply and Delivery of Equipment to Support the Ministry of Public Works (Drainage Cleaning Operations) and Liberia Water and Sewer Corporation (Sewer Cleaning Operations). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through Letter of Credit.
- The Ministry of Public Works now invites sealed Bids from eligible Bidders for Supply and Delivery of Equipment to Support the Ministry of Public Works (Drainage Cleaning Operations) and Liberia Water and Sewer Corporation (Sewer Cleaning Operations), as shown below:

| 5NoNB: More details on the required specifications are contained in the bidding documents. A margin of preference shall NOT apply. Bidders may quote for either one lot or both Lots. Each lot is as defined in ITB 19.1 and will be evaluated and awarded separately.3. Bidding will be conducted through National Competitive Bidding procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017 and August 2018, updated in November 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.4. Interested eligible bidders may obtain further information from the address below and inspect the bidding documents during office hours from 9:00 am to 4:00 pm on November 22, 2024.5. A complete set of bidding documents in English may be purchased and collected by interested eligible bidders at the address below upon payment of a non-refundable fee of United States Dollars One Hundred (US$100.00) cash to the PMU Project Finance Officer. Upon payment of the tender fee, bidders are required to obtain an official receipt from the Accounts Unit before collecting the documents from PMU Procurement Office at the Ministry of Public Works. No arrangements have been made for other methods of delivery of bidding documents.6. Sealed Bids must be clearly marked Supply and Delivery of Equipment to Support the Ministry of Public Works (Drainage Cleaning Operations) and Liberia Water & Sewer Corporation (Sewer Cleaning Operations), addressed to the address below and delivered into the Bid Box placed at the LURP/PMU Procurement Unit of the Ministry on or before December 19, 2024, at 11:00 am. The bids shall remain valid for a period of 119 days after the bid submission deadline. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend in the PMU’s Conference Room at the Ministry on December 19, 2024, at 11:05 am GMTNote: Bid Security is required for each lot as per the percentages indicated.7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.8. For bidders’ eligibility, bids must be submitted together with the following:• Letter of bid duly signed and stamped/sealed by the authorized person(s) or by the power of an Attorney signed and notarized• A copy of the bidder’s valid business registration certificate and Articles of Association• Valid Tax Clearance certificate• Submission of form of Bid Security (Bank Guarantee) and required amount per lot)• Manufacturer’s Authorization Letter for each Equipment• Most recent three (3) year Audited financial statements (2023, 2022 and 2021)9.
