Request for Expressions of Interest EOI

For the Provision of On the Job Training

  • The Government of Sudan has received a grant from the National Multi-Donor Trust Fund (MDTF-N), administered by the World Bank, to finance the Sudanese Microfinance Development Facility SMDF, project objective ,the SMDF is intended that part of the proceeds of this grant be applied to eligible payments under contracts for the provision ofconsultant services described below.
  • The Sudanese Microfinance development Facility SMDF now invites eligible Microfinance Finance Institutions' (MFI) to express their interest in conducting On job training for 7 MFI in Sudan the Microfinance Finance Institution will have overall responsibility for the preparation of Technical and Financial Proposals including all expenses. He should be familiar with internationally financed project procedures.
  • Objective

Under the technical assistance component, SMDF is seeking the support of a pioneer MFI in the Middle East and North Africa (MENA) region with knowledgeable and technically experienced staff to support a group of MFI staff to acquire knowledge and develop practical skills to become sustainable microfinance service providers.

The consultancy is expected to providementoring and coaching to the targeted MFIs, while identifying training gaps.

Microfinance in Sudanis in its nascent stage and the availability of qualified staff is limited. Through on the job training, knowledgeable, experienced and skilled MFI staff in the region can assist build the capacity of the staff of newly established MFIs in Sudan.

The assignment is expected to cover four States, and 7 potential MFIs.

The consultancy is expected to cover the following areas:

Operation functions:

  • Review MFIs' business strategy and plans while providing feedback and recommendationsfor improvement.
  • Review operation manuals and the application of policies and procedures, and discuss with MFI staff necessary improvements in the operations manual, as well as policies and procedures.
  • Identify main training needs of MFI staff and propose a training agenda, while maintaining flexibility for additional training needs that come up as the assignment progresses.

Capacity development of staff:

  • Deliver on the job trainings based on the identification of training needs, through participatory learning and practical exercises.
  • Review the organizational structure of the MFIs and ability to achieve goals and objectives, and recommend improvements.
  • Review the requirements of the different units of the MFIs, jobs needed and the skillset required for each job or unit, and recommend improvements.
  • Review and discuss job descriptions of key staff
  • Develop and discuss practical methods for staff performance appraisal
  • Propose opportunities and methods for information sharing and exchange visits to encourage learning

Deliverables

  • Comprehensive sharing of knowledge and skills with MFI staff through on the job trainings on various aspects of microfinance, good practices in policies and procedures, challenges, etc.
  • A comprehensive report outlining: (i) the main training needs of MFI staff; (ii) key areas of delivered trainings, (iii) the necessary skill set for MFI staff to perform their duties successfully; (iv) methods employed to enhance skills and knowledge with clear stepsfor MFI staff to follow in performing their duties; (v) staff performance appraisal methods, (vi) strategies for improving knowledge and exchange visits in the future; (vii) monitoring and evaluation of the MFI staff skill set prior to and after the trainings; and (viii) any other area as deemed necessary by the MFI to fulfill the objectives of this assignment.
  • Interested MFIs must provide a letter expressing their interest and information indicating their professional capability to carry out the services requested. Such information may include brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.
  • The SMDF will prepare shortlist of MFIs to whom the Request for Proposals will later be distributed. Only shortlisted MFIs will be contacted. MFIs will be selected in accordance with procedures set out by the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (Current Edition).
