Construction of 3 Model ECD Centers

Title of the tender: CONSTRUCTION WORKS OF MODEL ECDS CENTERS OF EP NGOMA CATH, GS NYARUBANDE AND GIHUNDWE ECD (3 Lots)

Rwanda Housing Authority (RHA) (hereinafter called ‘’procuring entity”) is undertaking to do a procurement process for the tender regarding CONSTRUCTION WORKS OF MODEL ECDS CENTERS OF EP NGOMA CATH, GROUP SCOLAIRE NYARUBANDE AND GIHUNDWE ECD.

The beneficiaries intend to apply a portion of the funds to eligible payments under the contract for which this tender document is issued.

The Rwanda Housing Authority (RHA) invites registered companies specialised in this field to submit their bids through the e-procurement system for the CONSTRUCTION WORKS OF MODEL ECDS CENTERS OF EP NGOMA CATH, GROUP SCOLAIRE NYARUBANDE AND GS GIHUNDWE as indicated in the statement of Requirements. The bidder is allowed to bid only for one Lot. The tender is divided into 3 lots as indicated below:

Lot 1: CONSTRUCTION WORKS OF MODEL ECD CENTER OF EP NGOMA CATH, HUYE DISTRICT;

Lot 2: CONSTRUCTION WORKS OF MODEL ECD CENTER OF GS NYARUBANDE RUBAVU DISTRICT;

Lot 3: CONSTRUCTION WORKS OF GIHUNDWE ECD, RUSIZI DISTRICT.

Bidding will be conducted through national competitive method and is open to all bidders as defined in the Bidding Document. Interested eligible bidders may obtain further information from e-procurement system website by logging on www.umucyo.gov.rw

The tender document may be obtained from E-Procurement system for Rwanda (www.umucyo.gov.rw). But bids will be submitted in the e-procurement system, upon presentation of proof payment of a non-refundable fee of Five Thousand Rwandan francs (10,000Rwf) to account number 00040-0315129-09 of Rwanda Revenue Authority opened in Bank of Kigali.

A compulsory site visit shall be conducted under the supervision of RHA and representatives of the occupants as follows:

• On 26/11/2024 at 11:00 a site visit shall be conducted at ECD Centre of EP Ngoma Cath in Ngoma Sector of Huye District;

• On 27/11/2024 at 11:00 a site visit shall be conducted at ECD Centre of Gihundwe in Gihundwe Sector of Rusizi District;

• On 28/11/2024 at 11:00 a site visit shall be conducted at ECD Centre of Groupe Scolaire Nyarubande in Mbugangari Sector of Rubavu District;

All bids will be submitted on dates indicated in the E-Procurement System. Bids will be opened automatically as per the dates in the e-system. Late bids shall be rejected by the system.

Enquiries regarding this tender shall be submitted using the e-procurement system.

The selection of the successful bidder shall put into consideration the categorization manual issued by Rwanda Public Procurement Authority (RPPA) and the list of categorized companies allowed to bid for tenders of category E in Buildings.

Bidding will be conducted in accordance with the Law N°031/2022 of 21/11/2022 governing Public Procurement.
