The Government of the Republic of Angola received a loan of US$150 million from the World Bank (WB) and a donation of US$ 49 million from the Global Partnership for Education for the implementation of the Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of this financing to hire a firm to provide Supervision of the construction works of the infrastructure of ISCED Huambo.

The TEST Project aims to: (i) improve the quality of student preparation to increase total enrolment and expand opportunities for more equitable access; (ii) improve the quality and alignment of curricula with the labour market and instruction in priority training areas; and (iii) improve the governance and management of the education sector.

The consultancy services (“the Services”) comprise the assessment, monitoring, and verification of the full compliance of the Executive Project and any amendments to the Contract entered between the Owner and the Contractor. They further include the supervision of execution in accordance with the contractual Specifications and the respective Work Plan, ensuring the effective coordination of the Health and Safety Plan on site, in alignment with the quality standards, environmental and social requirements established by the World Bank and the applicable national legislation.

The consulting service will have a maximum duration of thirty-six (36) months.

The Tertiary Education, Science and Technology Project (TEST) of the Ministry of Higher Education, Science and Technology and Innovation, now invites eligible consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • The company must have at least 5 (five) years of proven experience in supervising civil construction works, earthmoving, and hydraulic works, preferably in large-scale educational or public infrastructure projects.
  • It should provide at least two references in project supervision of works covering an area of over 200 hectares, carried out in the last 5 (five) years.
  • Previous experience in projects financed by multilateral organizations (e.g., World Bank, AfDB, European Union) will be valued, demonstrating knowledge of the applicable international procedures and standards.
  • The company must demonstrate familiarity with World Bank procurement documents, FIDIC Contract Conditions, and project execution in developing countries.
  • Experience in implementing environmental and social management plans, including mechanisms for preventing and responding to gender-based violence, will be valued.

Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain five (5) to eight (8) firms.

Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
