GENERAL PROCUREMENT NOTICE

The Government of Botswana has received a loan of US$50 million from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Botswana National AIDS Prevention Support (BNAPS) Project, and intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.
The project became effectiveon 30 June 2009 and is now at its mid-term.
The project comprises of thefollowing 3 components:
Component 1: Support to NACA
This component focuses on the institutional strengthening of NACA and itsdecentralized structures and on activities by these institutions to co-ordinate the national program and project activities. Under this component the project is carryingout key studies, provide technical assistance, hire consultants, procure goods, non-consulting services and provide training.
Component 2: Public Sector Ministries
This component is supporting public sector line ministries focusing on initiatives supporting the three priority areas of the National Strategic Framework (NSF). In consultation with partners, and as indicated in the NSF, the Project is working with the following ministries: (a) Health; (b) Transport & Communication; (c) Defense Justice & Security; (d) Education and SkillsDevelopment; (e) Local Government; and (f) Youth,Sports and Culture. Under this component the project is carrying out key studies, provide technical assistance, hire consultants, procure goods, non-consulting services, and provide training.
Component 3: Civil Society Organizations/Private Sector
This component is making financial resources available to civil society, including the private sector, focusing on initiatives in line with theNSF. In terms of implementation of this component, the process is following four interlinked processes: developing calls for proposals; receiving, evaluating, and awarding grants; financial flows; and monitoring outputs. Under this component the project is carrying out key studies, provide technical assistance, hire consultants, procure goods and non-consulting services and provide training.
As part of the ongoing project implementation activities, the project may procure the following Goods and services:
- Renovation of MDR TB ward at Jubilee Hospital
The project may select the following consulting services under QCBS procedures:
- Consultancy to undertake baseline for MOESD BNAPS project activities
- Behavior Change Specialist.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRDLoans and IDA Credits dated May 2004, October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, October 2006.
Specific procurement notices for contracts to be bid under the World Bank's International Competitive Bidding (ICB) procedures and for contracts for consultancy services willbe announced, as they become available, on the World Bank's external website, in the UN Development Business and dgMarket and in local newspapers.
