(CONSULTING SERVICES – FIRM SELECTION

This is just an Addendum to the Request for Expressions of Interest, extending the Deadline of submission of Expressions of Interests as earlier published. The submission deadline, 8th June, 2026 has been extended to Friday, June 19th, 2026 at 15.00 Mauritius Time.(UTC+4)

BACKGROUND

The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of a firm for Implementing Entity (IE) for Rodrigues Green Tourism Grants Scheme

2.0 OBJECTIVE OF THE ASSIGNMENT

To ensure the effective implementation of the Rodrigues Green Tourism Grants Scheme, which is designed to strengthen the resilience, sustainability, and formalisation of tourism MSMEs through access to financial and technical support. The IE will develop and apply the necessary operational systems, procedures, and controls to manage the Scheme in full compliance with the World Bank’s fiduciary and Environmental and Social Framework (ESF) requirements, the Grants Manual, and national legal provisions

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Review the Green Tourism Grants Manual, confirm templates and Standard Operating Procedures (SOPs), and propose refinements for PIU review and Grants Steering Committee /World Bank non-objection;
  • Establish and maintain an optional Vendor Registry in accordance with Section 7.3 of the Green Tourism Grants Manual (the use of the Vendor Registry shall remain non-mandatory, but is strongly encouraged for efficiency and compliance);
  • Receive, register, and screen applications (verify applicant eligibility, financial contribution, and environmental soundness) using transparent, pre-approved scoring criteria to ensure consistency across evaluators
  • Assist beneficiaries in defining practical green-investment actions in energy, water, or waste management;
  • Prepare Grant Agreements with approved beneficiaries specifying milestones, co-financing, and reporting obligations, consistent with the Grants Manual’s template;
  • The consultancy duration is thirty-six (36) months corresponding to the implementation phases defined in the Green Tourism Grants Manual, namely: (i) Setup and Preparatory Phase; (ii) Funding Round 1; (iii) Funding Round 2; and (iv) Funding Round 3 and Final Audit.

  • The Airports of Mauritius Co. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • Core business and years in business:

The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment.

Qualification and Experience of the Firm:

  • At least ten (10) years of institutional experience in implementing donor-funded projects/programs involving private sector support, MSME development, grants, or results-based financing mechanisms.
  • Successful implementation, within the last ten (10) years, of at least three (3) assignments of comparable complexity involving design and/or operational management of grants schemes (matching grants, challenge funds, innovation grants, or similar), including at least one assignment covering the full grants cycle (outreach → application processing → selection → contracting → disbursement → monitoring → closure).
  • Demonstrated experience in administering grants to Micro, Small and Medium Enterprises (MSMEs) with strong fiduciary controls, including eligibility checks, expenditure verification, milestone-based disbursements, audit readiness, and fraud-and-corruption risk controls
  • Successful completion of at least one (1) assignment financed by the World Bank or another international financial institution (AfDB, EU, UN agencies, etc.) involving grants management, procurement oversight for sub-grants, and structured reporting.
  • Prior experience applying World Bank procurement principles and good international practice for MSME-level procurement (templates, minimum competitive processes, value-for-money checks, documentation standards). Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition – September 2023), setting forth the World Bank’s policy on conflict of interest.

  • Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.
  • A consulting firm will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
