Business Case for the National Atmospheric Emissions Inventory System (NAEIS)

The request for expression of interest follows the Guidelines as per the Grant Agreement: P155885 - South Africa Partnership for Market Readiness - ZA-ETA-80139-CS-QCBS

The National Treasury of South Africa has received a grant from the World Bank to appoint a suitable independent Service provider that can support the Department of Environmental Affairs with the development of a Business Case for National Atmospheric Emission Inventory System [NAEIS] over a 10-year period from 2018. The NAEIS Business Case should also provide a strategic plan for the effective management and implementation of the NAEIS such that the integrity and functionality of the system is ensured at all times and that it fully supports the Carbon Tax Monitoring, Reporting and Verification (MRV) process.

The activities included under this project are:

Analysis of the functions in NAEIS as informed by the mandate within the Air Quality Act and the National Framework for Air Quality Management; and other functions which are relevant to the effective compilation, reporting and management of emission inventories;

Development of a critical framework on how NAEIS is to be implemented in the next 10 years towards effective GHG emission inventory management in South Africa;

Development of a NAEIS organizational development plan and governance structure, describing the human capacity requirements within DEA, DoE and SARS to efficiently and effectively implement the functions within NAEIS;

Development of a NAEIS Quality Management system;

Outlining of the IT infrastructure necessary for the effective operation and maintenance of NAEIS; and

Development of a detailed proposal describing the financial requirements needed to support the NAEIS IT infrastructure, as well as human resources requirements.

The National Treasury invites eligible consultants to indicate their interest in providing these services. Interested consulting firms must provide a statement of capability and experience indicating that they are qualified to perform the services (Experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Expression of interest must be delivered in person in a sealed envelope clearly marked on the outside “Business Case for the National Atmospheric Emissions Inventory System (NAEIS)”, to the address below by 27 February 2019 at 11:00 midday local time.
