SERVICE PROVIDER FOR DEVELOPING, DESIGNING AND PRINTING THE SADC-GMI SUCCESS STORY BOOK OF THE PROJECTS IMPLEMTED BY THE SADC-GMI IN THE SADC REGION FROM 2016 TO DATE

  • BACKGROUND:

The Southern African Development Community Groundwater Management Institute (SADC-GMI) is a regional centre of excellence aimed at promoting sustainable groundwater management and provide solutions to groundwater challenges through creating an enabling policy, legal and regulatory environment, capacity development, advancing research, supporting groundwater infrastructure development, and enabling dialogue and accessibility of groundwater information in the SADC region.

The SADC-GMI is established as a not-for-profit company under South African law and it is the implementing agency of the Sustainable Groundwater Management in SADC Member States project funded by the World Bank (through the support of the Global Environment Facility and the Cooperation in International Waters in Africa trust fund) for the period ending 31 December 2020. This project comprises four main components, with each component comprising a number of sub-components, namely:

Component A: Operationalising the SADC-GMI;

Component B: Enhancing institutional capacity of governments in SADC Member States and transboundary organisations;

Component C: Improving availability of and access to knowledge, scientific research and data on groundwater; and

Component D: Promoting infrastructure solutions for sustainable groundwater management.

Under Component C of the same project, SADC-GMI would like to develop a Success Story Book. The book will consist of all success stories (projects), milestones that have been achieved under the current World Bank funded project. The book must; capture both Technical and general information about the milestones, appeal to both technocrats and the broader audience who might be interested in (ground)water issues. The SADC-GMI will prefer a Coffee book to be shared with various stakeholders and partners in the SADC region and beyond, through various communication platforms.

Through this Request for Quotation (RFQ), SADC-GMI seeks to appoint a service provider who will render services for developing the book (researching, writing stories, sourcing relevant images, designing and printing the book, under the SADC-GMI guidance.

  • OBJECTIVE OF THE ASSIGNMENT:

The key objective of this consultancy is the development of a SADC-GMI Success Story Book- consisting of successes and milestones achieved since the inception of the World Bank project.

  • SPECIFIC TASKS FOR THE ASSIGNMENT:

The tasks to be carried out by the consultant under this assignment will include, but will not necessarily be limited to the following:

  • Engage SADC-GMI to identify the success stories to be captured under each Component
  • Gather and review available materials from SADC-GMI for each identified Success Story
  • Undertake further research to professionally populate the story content based on the guidelines provided by the SADC-GMI team
  • Write stories and include relevant images for the respective stories, SADC-GMI will also, where available, share images from their image bank (Written in English)
  • Provide all written stories with accompanying images and captions to SADC-GMI for proof-reading and approval, in word format
  • Provide at least two design samples to SADC-GMI for approval
  • Populate stories on the approved design.
  • Submit the fully designed book in English with all stories layout to SADC-GMI for further proof-reading and final approval
  • source out translators to translate the book into French and Portuguese.
  • Package the French and Portuguese books the same way as the English has been packaged- as the three versions need to look identical.
  • Print the book in three languages (English, French and Portuguese)
  • The book must cover success stories involving SADC-GMI including its establishment as an institute must have 50 – 100 pages (with a hard cover)
  • Key Outputs

Through this assignment, the consultant is responsible for production of the following key outputs for which the consultant is required to submit with its proposal a draft milestone delivery plan throughout the project implementation period:

  • Kick-off meeting within one week after contract signature
  • A brief inception report outlining how the service provider will execute the assignment including the list of the stories that should be included in the book– two weeks after the signing of the contract
  • Submit all stories (in a word format) contained and two sample designs to SADC-GMI for approval 6 weeks after the signing of the contract
  • Submit the first draft of the fully designed book to SADC-GMI for review and approval – after 9 weeks after contract signature
  • English version of the Book is finalized in week 11 after contract signature
  • Translation of the book to French and Portuguese commences in week 13
  • Submit the translated versions to SADC-GMI in week 16, this process will take three 3 weeks
  • All three versions of the books are ready for printing on week 17
  • Books are delivered to SADC-GMI by Week 20 – which is exactly 5 months from the date of contract signature
  • ELIGIBILITY OF POTENTIAL SERVICE PROVIDERS/EXPERTISED REQUIRED:

The successful entity is required to meet the following criteria:

  • The entity must be a registered company in the SADC region and eligible to conduct business in the Republic of South Africa;
  • Experience of working in a similar geographical region (SADC region);
  • Evidence of at least 3 similar projects previously successfully completed, of which 1 was in the SADC region;
  • Have strong resources in research, writing, graphic design, including the use of design software such as In-Design, CorelDraw, Photoshop, and other contemporary programmes;
  • Have strong resources in story researching and writing;
  • Proven experience of graphic production to published/printed product with knowledge of printing processes (offset and digital) and colour management;
  • Working experience in covering development issues in writing and visually, regional experience and knowledge would be an advantage;
  • Ability to develop, design and produce graphic art that satisfies a creative brief;
  • TEAM COMPOSITION

The minimum qualifications, skills and experience for key experts, whose CVs are to be submitted together with the proposal, are as defined below. The Services are expected to be performed, for the most part, remotely in collaboration with SADC-GMI and SADC Member States concerned.

Key Expert 1: Principal Researcher and Writer (Estimated 35 days)

At least a postgraduate qualification in Journalism or other related discipline with more than five years working experience in research and writing stories on water/ groundwater, related subjects will be considered. Demonstrated team leadership on at least 3 similar research projects, 1 of which should have been in the SADC region either at Member State or regional level. The team lead must be proficient in English. Understanding of other SADC Languages (French and Portuguese) will be an advantage.

Key Expert 2: Graphic Designer ( Estimated 25 days)

At least a Bachelor’s degree in graphic design and three years working experience in the designing publishing environment. Demonstrate high level of creativity and be proficient in the following but not limited to, color and design fundamentals, motion graphics, traditional typography, digital illustration, webpage scripting, business graphic design and webpage design.

Non Key/Other Expert Staff

The Consultant shall select and hire other experts and support staff as required according to the deemed requirement to deliver the Services in accordance with the contract, for example French and Portuguese translators and printers. CVs for such other experts should not be submitted in the Technical Proposal. Although the hiring of other expert staff will not be subject to the prior review of the Client, such staff shall otherwise meet the professional standards and possess adequate experience to conduct their work in a safe and professional manner.

  • SCHEDULE AND DURATION OF ASSIGNMENT

The service provider will deliver services from the date of contract signature. The assignment is meant to take 5 months from the date of signature ( 01 May – 30 September 2020).

  • CONTRACT SUPERVISOR

The Service provider will work closely with the Communication and Knowledge Management Specialist of the SADC-GMI, with ultimate responsibly person being the Executive Director of the SADC- GMI

  • RESERVATIONS AND REMARKS

SADC-GMI reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/deliverables are incomplete, not delivered or for failure to meet deadlines.
