Expressions of interest

The Government of Botswana, have req

uested GEF and World Bank support, to develop a project (the Project)

to strengthen conservation, sustainable use and mainstreaming of wildl

ife and biodiversity resources in Botswana's economic development, foc

using mainly on issues related to wildlife conflict management and Com

munity-Based Natural Resources Management, (CBNRM). The Project will b

e implemented in the northern wetlands and related savannah ecosystems

, and will focus on policy and institutional reform as well as livelih

ood-enhancing community driven activities to improve wildlife manageme

nt and biodiversity conservation. More specifically, the Project devel

opment objective is to reduce the incidence of wildlife conflict withi

n the Project area, which covers three (03) districts and 1.3 Villages

throughout the northern wetlands and related savannah ecosystems (Pro

ject Area), by assisting local communities to monitor, co-manage and b

enefit from wildlife. This development objective will be met through t

he strengthening of Botswana's wildlife policy and insti

tutional framework.

Proposed Consultancies

As part of preparation of the above-

described Project, the Department of Wildlife and National Parks is se

eking expressions of interest from qualified consultancy firm/organiza

tions to conduct the following three (3) studies:

Study 1: Institutional Capacity Assessment and Strengthening

Study

Consultant Qualifications a

nd Skills

The consultancy will be undertaken b

y a specialized consulting firm (the Consultant). The Consultant must

demonstrate that they meet at least, the following required competence

s and skills:

a. Proven experience and track recor

d in institutional capacity audit connected to development projects an

d activities.

b. Knowledge and/or practice of Botswana legal, regulatory, and institutional framework on n

atural resources and wildlife management and conservation including CB

NRM type programs and activities and wildlife conflict related issues.

ncial and business management for local community development projects

sp; The Consultant te

am shall include: (i) a Lead Consultant who will be a natural resource

s/wildlife management specialist with a strong background in instituti

onal assessment and development, with a proven track record of at leas

t fifteen years of experience including assistance to or work within a

natural resources/wildlife management organization and/or related org

anization; and (ii) a business development specialist and a lawyer spe

cialized in institutional development affairs.

Study 2: Environmental and Social Assessment and Preparation

of an Environmental and Social Management Framework (ESMF)

The consultancy will be undertaken b

y a specialized consulting firm/organization (the Consultant). The Con

sultant must demonstrate that they meet at least, the following requir

ed competencies and skills:

sp; Demonstrated trac

k record and experience to fully appreciate the requirements of World

Bank Safeguards Policies to be addressed in the ESMF (i.e., Operationa

l Policies such as OP4.01 (Environmental Assessment), OP4.10 (Indigeno

us Peoples), and OP 4.12 (Involuntary Resettlement) as well as similar

requirements in Bo

tswana.

b.&nb

sp; Preparation of en

vironmental and social assessment of wildlife and bio-diversity conser

vation and management projects as well as small scale farming/livestoc

k projects; experience with systems for environmental review and appro

val of environmental and social assessment for development projects in

developing countries.

c.&nb

sp; Demonstrated expe

rience in community consultations, and preparation of Environmental Ma

nagement Plans and social impact analysis.

d.&nb

sp; The Consultant te

am shall include: (i) a Lead Environmental/Natural Resource Management

Specialist with a least 10 years experience leading and carrying out

complex environmental assessments of wildlife and bio-diversity conser

vation and management projects; and (ii) a Lead Social Development Spe

cialist with at least 10 years experience carrying out social impact a

ssessment of projects similar to the Project described above.

Study 3: Economic and Financial Analysis (Community Investme

nts)

The consultancy will be undertaken b

y a specialized consulting firm/organization (the Consultant). The Consultant must demonstrate

that they meet at least, the following required competences and skills

:

have proven experience and skills in natural resource management and s

ustainable use opportunities, rural business development, agricultural

and livestock production systems, wildlife management enterprises, an

d economic and financial analysis of the investment projects.

b.&nb

sp; Knowledge and or

practice of local small business practices including some farming/live

stock experience.

c.&nb

sp; Expertise in fina

ncial and business management for local community development projects

.

d.&nb

sp; The Consultant te

am shall include an Economist or Business Administrator with at least

10 years experience in Micro-enterprise and small business development

.

For studies 1 and 2, at least one me

mber of the consultancy team shall be able to speak and write fluently

in Setswana and will have demonstrated work experience in Botswana in the subject matter of the proposed study. For study 3, it is desired that the

individual consultant is able to communicate in Setswana and

will have demonstrated work experience in the sub-region in the

subject matter of the proposed study.

The Department of Wildlife and Natio

nal Parks now invites eligible consultants to indicate their interest

in providing the services. Interested consultants must provide informa

tion indicating that they are qualified to perform the services (broch

ures, description of similar assignments, experience in similar. condi

tions, availability of appropriate skills among staff, etc.). Consulta

nts may associate to enhance their qualifications.

accordance with the procedures set out in the World Bank's Guidelines:
