HIRING OF TWO FLOATING CONSULTING ENGINEERS FOR TECHNICAL SUPPORT TO RWANDA URBAN DEVELOPMENT PROJECT (RUDP)

To promote urbanization and job creation in Rwanda’s secondary cities, the Ministry of Finance has requested a loan from the World Bank for infrastructure investment and technical assistance in the secondary cities of Rusizi, Rubavu, Huye, Musanze, Nyagatare and Muhanga.

The country has national objectives of achieving 35% urbanisation and the creation of 200,000 off-farm jobs in the urban areas by the year 2020. The six secondary cities have been identified as economic growth poles and are expected to be key contributors to the national targets. In this context, key priorities for supporting Rwanda’s urban transition are as follows: (i) basic infrastructure provision through strategic identification, selection and implementation of investments; (ii) promoting inclusive cities through effective approaches to informal settlement upgrading; (iii) developing the technical capacity of District governments to adequately manage, operate and maintain basic infrastructure; and (iv) supporting Districts to create the enabling environment for local economic development.

Rwanda Urban Development Project (RUDP) provides an integrated package of support to address key challenges associated with Rwanda’s urbanisation in the six secondary cities, including: (i) access to basic infrastructure to promote liability and local economic development; (ii) upgrading of informal areas to promote inclusive urbanisation; and (iii) building the capacity of District governments for better urban management.

The Local Administrative entities wish to recruit two experts who will be floating consulting engineers to give a technical support to RUDP.

The experts will be working under LODA and closely with 6 Secondary Cities and will report to the RUDP coordinator.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Expressions of interest must be delivered in a written form to www.umucyo.gov.rw (e-procurement system) and the procurement process will be done through umucyo system as prescribed in e-procurement system
