Zimbabwe Public Procurement Modernization Project (Project ID No: P155751)

GENERAL PROCUREMENT NOTICE

The Government of Zimbabwe has applied for financingfrom the World Bank an amount of two million dollars (US$ 2, 000, 000.00) equivalent towards the cost of implementing the project on Technical Assistance for the Modernisation of Zimbabwe Public Procurement, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project.

The proposed project will enhance institutional and legislative reforms of public procurement and improve government capacity for e-procurement adoption in order toenhance transparency and efficiency in government procurement. This will include reforming and modernizing the State Procurement Board (SPB) into a new non-executive procurement authority with a mandate of setting standards and guidelines as well as monitoring and evaluating compliance. The new thrust allows for the decentralization of procurementof various goods and services to Procurement Units that will be established in Ministries, Departments and Agencies (MDAs) throughout the public sector.

This objective is consistent with the development goals of the current economic blue print: Zimbabwe Agenda for Sustainable Socio- Economic Transformation (ZIM ASSET): 2013-2018.

The project will have the following major components:

  • Component 1: Legislative and Institutional reform and

capacity building

This component will focus on support to the legislative and institutional reforms to the public procurement system in line withthe Government of Zimbabwe's roadmap for legislative and institutional reform to Government procurement. This will include supporting consultations on the proposed changes to the procurement framework, technical assistance to prepare the revised law, regulations and to prepare standard bidding documents, training of relevant staff from public agencies, sensitization of the public and private sector and establishmentof a procurement monitoring system.

2 Component 2: Improving readiness for e-procurement

This component will support enhancement of government's readiness for the adoption of e-procurement. This will include the development and adoption of a strategy and roadmap for implementation of e-procurement in Zimbabwe. It will also support sensitization and consultations with the government and the private sector, building human resource capacity for e-procurement in government, and creation of awareness amongst the procurement andnon-procurement actors including service providers.

  • Component 3 Project Management and Implementation

Support

This sub-component shall support the recruitment of the technical assistance required to support project implementation in the Office of the President andCabinet and the State Procurement Board as well as equipment and furniture for their use. It shall also cover monitoring and evaluation of the project and Implementation support by the Bank.

  • Procurement of Goods and Services

Procurement of goods, works and consultancy services under this project includes, inter alia:

Goods:

(i) Supply of office equipment for Office of the President and Cabinet, State Procurement Board, Ministries, Departments and Agencies;

(ii) Printing of publicity materials for workshops, dissemination of regulations and bidding documents.

Consultancy Services:

(i) Support to legislative and institutional reforms of procurement in Zimbabwe;

(ii) Procurement Specialist to support Office of the President and Cabinet in implementation;

(iii) Development of training strategy and content for Ministries, Departments and Agencies and roll out of the plan;

(iv) Development of an e-procurement strategy for Zimbabwe;

(v) Business process re-engineering, design of e-procurement system requirements and development of catalogue.

Procurement of contractsfinanced by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works, and non-Consulting Services under IBRD Loans and IDA Credits & Grants(January 2011), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selectionand Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers (January 2011 revised July 2014).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and in the local and regional newspapers.

Pre-qualification of suppliers and contractors will not be required.

Requests for Expression of Interest for Consultancy Services and Invitation for Bids are expected to start in August 2015.
