  • The Government of Sierra Leone has received financing from the World Bank toward the cost of the West Africa Food System Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for the DEVELOPMENT OF THE NATIONAL DIGITAL FARMER REGISTRY.

“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing”.

  • The Food System Resilience Project (FSRP-2) now invites sealed Bids from eligible Bidders for Development of the National Digital Farmer Registry including the development and deployment of a secure, user-friendly software application accessible via web and mobile devices to facilitate the registration (self/assisted) and data management of approximately 3.5 million farmers and the design and implementation of a scalable technology infrastructure to accommodate a growing number of farmers.
  • Bidding will be conducted through Limited International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “2016 Procurement Regulations for IPF Borrowers” and is open to all eligible Bidders as defined in the Procurement Regulations.

  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NLE 3,000(Three Thousand New Leones). The method of payment will be by Bank Transfer, Wire Transfer and Direct Payment in the Account listed below:

  • The document will be sent by email upon payment and by airmail for overseas delivery and surface mail or courier for local delivery.
  • Bids must be delivered to the address below on or before 13:00 GMT, Thursday 19th September 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Thursday 19th September 2024 at 13:00 GMT in the Conference Room, 14 Pipeline, Off Wilkinson Road, Freetown, Sierra Leone, West Africa. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a Bid Security from a reputable Bank in a sum of USD $ 20,000 (Twenty-Thousand United States Dollars) and in Leones Equivalent is NLE 451,000 (Four Hundred and Fifty-One Thousand New Leones only)
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
