This is just an Addendum to the Request for Expressions of Interest, extending the Deadline of submission of Expressions of Interests as earlier published. The submission deadline, 8th June, 2026 has been extended to Friday, June 19th, 2026 at 15.00 Mauritius Time. (UTC+4)

  • BACKGROUND The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of Individual Consultancy for the Individual National Consultancy for Tourism Planning (Commission for Tourism)
  • OBJECTIVE OF THE ASSIGNMENT To provide technical and strategic support to the CT in the formulation, coordination, and monitoring of tourism planning processes aligned with the STDP 2023 and the Rodrigues Airport Project (RAP).

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Tourism planning processes, spatial prioritisation, and integration with other sectors.
  • Tourism data systems—coverage, flow, quality, and utilisation.
  • Monitoring and evaluation arrangements across the RAP’s Component 4: Supporting the Sustainable Development of the Tourism Sector in Rodrigues.
  • Capacity gaps related to tourism planning and management The Airports of Mauritius Co. Ltd now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

.Bachelor’s degree in Tourism Planning and Development, Economics, Geography, Urban and Regional Planning, Environmental Management, or a related discipline. A Master’s degree will be considered an asset.

  • Registration or membership with a recognised professional or planning body will be an advantage (e.g., a tourism planners’ association, a development or management institute, or an equivalent).
  • Specialised training, certifications, or short courses in tourism data systems, monitoring and evaluation, policy analysis, or institutional development will be considered an asset. Experience
  • Minimum 3–5 years of professional experience in tourism planning, policy support, data analysis, or institutional strengthening, preferably within public-sector or development-project contexts.
  • Demonstrated ability to contribute effectively to similar assignments or roles under supervision within multidisciplinary teams.
  • Experience in tourism investment planning, spatial or destination planning, or tourism statistics management, even if in a supporting or advisory capacity.
  • Prior involvement in designing or implementing tourism master plans, destination strategies, or reform programmes within island or developing-country contexts will be an advantage.
  • At least one relevant assignment or role involving tourism planning support, data analysis, policy assistance, or institutional coordination.
  • Prior experience in Small Island Developing States (SIDS), island tourism systems, or comparable socio-economic contexts is highly desirable. Knowledge of Rodrigues' context will be considered a strong asset.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects- operations/products-and-services/brief/procurement-new-framework.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The contract will be based on a defined level of effort, expressed in working days over the 24 months
