ELECTRICITY ACCESS SCALE-UP PROJECT (EASP)

JOB OPPORTUNITY

The Government of Uganda (GoU) received funding from the World Bank for the implementation of the Electricity Access Scale-up Project (EASP) to be implemented over a period of five (5) years. EASP will support GoU’s efforts to increase access to electricity for households, refugee host communities, industrial parks, commercial enterprises and public institutions. This is intended to spur socio-economic transformation, in line with Uganda’s Vision 2040, the National Development Plan (NDP III), Electricity Connection Policy (ECP) 2018 and to meet the Sustainable Development Goal 7 (SDG 7) of achieving universal energy access by 2030. EASP activities will build on earlier Government initiatives in the energy sector, to support the expansion and strengthening of the electricity distribution network, scale-up service connections within the network, and increase access to off-grid electricity in refugee host districts (outside the existing electricity distribution network), and to clean cooking services and technologies.

A Project Implementation Unit (PIU) and Project Coordination Unit (PCU) have been established at the Ministry of Energy and Mineral Development (MEMD) to implement activities relating to grid expansion and connectivity, including scaling up of last-mile connectivity while supporting the necessary network expansion and strengthening through the construction of grid extensions, upgrades, and intensification.

The Ministry of Energy and Mineral Development, therefore, invites suitably qualified Ugandans to apply for the position of Senior Internal Auditor which exist under the EASP to support the PIU and PCU.

• Job Title: Senior Internal Auditor (1 position)

Contract Duration: Three (3) years renewable on satisfactory performance

Duty Station: The Senior Internal Auditor will be based at the head office of the Ministry of Energy and Mineral Development, Kampala, Uganda, with occasional travel to project implementation areas/sites for monitoring or as and when the need arises.

Reports to: Assistant Commissioner, Internal Audit

Persons Specifications

a) Qualifications

• Bachelor’s Degree in Electrical Engineering or related fields is required.

• Possession of full qualification in any of the Professional accounting or auditing certification, such as ACCA, CPA, CIA, etc. is required.

• Post-graduate in Project Management, Business Administration, or Masters in a related field.

b) Experience

• At least 6 years of relevant work experience in Uganda’s Energy Sector focusing on audit-related tasks including exposure to; engineering, Procurement, construction contracts, Grid Expansion Projects, and Last-mile connections.

• Ability to gather, analyze, and evaluate engineering facts, prepare and present concise oral and written reports.

• Computer knowledge that facilitates general Auditing performance.

• Should be a person of high integrity and able to demonstrate objectivity and independence while conducting Audit assignments.
