• The Kingdom of Lesotho has received financing from the World Bank towards the cost of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II) and intends to apply part of the proceeds towards payments under the contract for the Supply, Delivery and Installation of Mechanical Bulk Meters and Pressure and Flow Data Loggers on all WASCO 16 Urban Centers. For this, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments, which the contract provides to be made through letter of credit.

• The Ministry of Natural Resources now invites sealed bids from eligible bidders for the Supply, Delivery and Installation of Mechanical Bulk Meters and Pressure and Flow Data Loggers on all WASCO 16 Urban Centers

• Bidding will be conducted through an International Competitive Procurement using Request for Quotations (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” Goods, Works, Non-Consulting and Consulting Services July 2016 Revised November 2017 and August 2018 and November 2021 and July 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible bidders may obtain further information from LLWDP-II. Request for Bids Documents will be available from Friday February 14, 2025; contact Procurement e-mail: [email protected] with copies to [email protected] [email protected] and inspect the bidding documents during office hours - i.e., 09:00 to 16:00 hours at the address given below.

• A complete set of bidding documents in English may be downloaded for free from the Lesotho Lowlands Water Development Project website; www.llwdp.co.ls/opportunities/tenders

• Bids must be delivered to the address below on or before 12:00 noon Lesotho time on Wednesday April 2, 2025, Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 12:00 noon Lesotho time on Wednesday April 2, 2025

• All bids must be accompanied by a Bid Security of LSL142,000.00 (One Hundred and Forty-Two Thousand Lesotho Loti) or its equivalent amount in a freely convertible currency, in a form of a Bank Guarantee.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
