• The Government of Lesotho has received financing from the World Bank toward the cost of the Agricultural Productivity Programme for Southern Africa and intends to apply part of the proceeds toward payments under the contract[1] for Construction of two-storey office building at Department of Agricultural Research main station.

• The Ministry of Agriculture, Food Security and Nutrition now invites sealed Bids from eligible Bidders in Category A (Ministry of Public Works Contractors Category) for Construction of a two-storey office building in Maseru for a period of 15 months.

• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition, edition of November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• Bids must be delivered in sealed envelopes addressed to the Principal Secretary of the Ministry of Agriculture, Food Security and Nutrition to the address below on or before 25th May 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 25th May 2023 at 14:30hrs.

• All Bids must be accompanied by a Bid Security of Two Hundred Thousand Maloti (LSL 200,000.00).

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

• There will be a compulsory site visit at the Department of Agricultural Research, Lesotho Agricultural College, Moshoeshoe II, Maseru at 11:00am on Friday 28th April 2023.
