Achievement in Rwandan Schools 2025 (LARS 2025)

The National Examination and school Inspection Authority (NESA) (hereinafter called ‘’Client”) received funds from World Bank towards the cost of firm Hiring a consultant firm to prepare, conduct, analyse and report on Learning Achievement in Rwandan Schools 2025 (LARS 2025). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

Under the project of Rwanda Quality Basic Education for Human Capital Development Project The assignment included to review, conduct, analyse, and report on Learning Achievement in Rwandan Schools in 2025 (LARS 2025), for P3, P6, and S3 in the subjects of Kinyarwanda (P3 only), English Reading, Mathematics and Science (S3 only). This assessment is designed to provide data to support the statistical linking of LARS 2025 to global standards and to track learning progress in Rwanda. The expected starting date is on March 2025 and the duration of execution is 10 Months,

NESA now solicits proposals from all interested Consultant firms to provide their proposals for following consultant services. More details on the services are provided in the Request of Expression of Interest.

Interested Consultant firms are invited to submit their Expression of interest, which should include the following information:

• Profile of the firm/Core business and company establishment,

• Firm’s eligibility supported by trade license for international consultant firm or Certificate of incorporation for local firm,

• General experience in conducting surveys in the education of the past 5 years,

• List and description of at least two (2) minimum assignment related to this survey,

• The technical and managerial organisation of the firm (Provide only the structure of the organization, general qualification and the number of the consulting team’s expertise (key staff) don’t provide CV for staff.

The Request for Proposals (RFP) will be issued to the shortlisted consulting firms whose EOIs are most qualified to the assignment.

The consultancy firm (s) may associate with other firms in form of Joint venture to enhance their capacity to perform the assignment. This association should be indicated clearly in the expression of interest.

Interested and qualified consultant firms are requested to submit their EOIs with other required documents (see details in attached REOI) through the e- Procurement system for Rwanda (www.umucyo.gov.rw). The deadline for submission as well as opening date details will be found on www.umucyo.gov.rw. Late bids will be rejected automatically by the e-procurement system

Note:

• Interested consultant firms that are not registered in the eProcurement System (umucyo.gov.rw) are advised to register to be able to submit their expressions of interests. The tutorial videos on YouTube (Supplier registration, Registration of certificate, Submission of bid)and registration user guide (available under Umucyo System/Help menu) show how to use the Umucyo system prior to submit the expression of Interests and the registration process may take 2-3 business days. Please do ensure to only use a Windows-operated computer for your registration on eProcurement.
