Assignment title:
Hiring of Academic Partner to Deliver Online Webinars, Online Self-paced trainings with supporting instructors, and face-to-face/Onsite-training programs for Policy and Decision makers.
The Smart Africa alliance has received financing from the World Bank toward the cost of the Digital Transformation for Africa /Western Africa Regional Digital Integration Program - WARDIP) and intends to apply part of the proceeds for consulting services for hiring of Academic Partner to Deliver Online Webinars, Online Self-paced trainings with supporting instructors, and face-to-face/Onsite-training programs for Policy and Decision makers.
The objective of this assignment is to establish a pool of qualified Regional Thematic Training Centers, under framework agreement(s), to support SADA in:
- identifying, curating, and packaging relevant existing learning content for foundational, Level 1, and selected Level 2 offerings;
- adapting such content for regional relevance, target audience suitability, language requirements, and delivery format compatibility;
- delivering training through self-paced, webinar, and virtual instructor-led modalities via the SADA platform;
- providing Training of Trainers for national cascading; maintaining a qualified thematic pool of trainers and facilitators for the specific thematic domain(s) applied for within the region concerned.

The Smart Africa alliance now invites eligible academic partners (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will focus on specific experience of the firm in conducting relevant assignment, years of experience in core business and technical and Managerial capability of the consultant.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh Edition September 2025 setting forth the World Bank’s policy on conflict of interest. Available on:

In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the quality and cost best selection method set out in the world Bank Procurement Regulations.
