Expression of Interest
This request for expressions of interest follows the General Procurement Notice for this project that appeared in dgMarket on October 30, 2009.
The Government of South Africa has received financing (herein after called the "Grant") from the Global Environmental Facility (GEF) towards the cost of Renewable Energy Market Transformation (REMT) in the country, and intends to apply a portion of this Grant to eligible payments for Consulting services for the Revision of the Renewable Energy White Paper Policy and Target.
The REMT project was launched to help South Africa eliminate barriersto renewable energy development through support for policy, regulation, legislation, financing mechanisms, institutional capacity building and grant finance for selected project development.
The White Paper on Renewable Energy is essentially a subset of the 1998 White Paper on Energy and therefore its review would be undertaken within this context in order to ensure coherence of Government Policy.Thus the key objectives of this assignment would be to revise the White Paper on Renewable Energy Policy of 2003 and the renewable energy targets contained therein. Amongst others, services required include:
- Establishing the policy context and conducting situation analysis forthe policy review.
- Identifying the prioritised role of renewable energy in current and future policy realities.
- Establishing essential elements of the renewable energy policy implementation.
- Recommend revised renewable energy targets, strategic goals, policy objectives and deliverables through baseline information analysis and macroeconomic impact analysis.
- Recommendations on appropriate policy direction, regulatory frameworkand legislation.
- Review and development of appropriate and effective funding support mechanisms.
- Revision of linkages of the recommended renewable energy policy with cross cutting issues
- Review and recommend effective governance and partnerships for implementing the renewable energy policy.
The Department of Energy (DoE) has appointed the Development Bank of Southern Africa (DBSA) to assist with implementation of the REMT project through the REMT unit that has been established within DBSA.
Through the REMT Unit, the Department of Energy now invites eligible consultancy firms to indicate their interests in providing their services. Interested consultancy firms (not individual consultants) must provide information indicating that they are qualified to perform the services for which they are expressing their interests (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultancy firms may associate on joint venture or sub-consultancy basis to enhance theirqualifications.
Expression of Interests [EOIs] from prospective consultancy firms should also specify the following information:
- Evidence of business registration in home country;
- Capability profile of all members of the Joint Venture if applicable;and
- Evidence of track record in carrying out similar or comparable services.
It is required that any firm responding to this request for Expression of Interest must have at least ten (10) years of relevant consultancy experience including previous experience and exposure in renewable energy policy and regulation as well as sufficient knowledge of South African energy policies and legislations.
The firms must be able to mobilize the experts required for carrying out the services.
Consultancy firms will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006.

An Expression of Interest must be submitted in six (6) copies (one original and five copies) in a sealed envelope to the address below, on or before November 13, 2009 at 11.00 am local time clearly marked "Expression of Interest for the Revision of the Renewable Energy White Paper Policy and Target"
