BACKGROUND
The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of Individual Consultant for Pre-Post-Harvest Strategy, Investment and Capacity Building Design and Planning
OBJECTIVE OF THE ASSIGNMENT
To develop a comprehensive, market-driven pre- and post-harvest strategy and investment plan to enhance productivity, reduce losses, and strengthen value chains in Rodrigues. including preparation of procurement-ready technical documentation and operational frameworks.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
Develop the methodology and detailed work plan, as well as collecting secondary and primary data through document review and field assessment.
- Pre-harvest systems assessment and investment planning
- Post-harvest systems assessment and development of an investment strategy to attract private investors, including appropriate financing and subsidy mechanisms and private sector participation models.
- Designing the concept, functions, and implementation strategy of the Post-harvast Knowledge Centre, which will serve as a hub for training, demonstration, and coordination for the value addiction facilities, including governance, operational, and financial sustainability frameworks.
- Development of a Capacity Building Strategy, Plan and Training Curriculum including development of detailed training curricula integrating climate resilience, gender, and environmental and social safeguards.
- Identify high-potential value chains and support farmers in understanding market requirements and pre-post-harvest handling.
- Defining technical specifications, quantities, and performance standards for post-harvest equipment and storage infrastructure, at a level suitable to inform procurement processes.
- The assignment includes preparation of detailed technical documentation, including Terms of Reference for procurement, operational manuals, and implementation-ready frameworks. The assignment will result in multiple deliverables, including inception report, diagnostic report, strategy and investment plan, operational manuals, training curriculum, and procurement ToR.
The Airports of Mauritius Co. Ltd now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
- Master’s degree (or equivalent) in Agricultural Economics, Agribusiness, Food Systems, Rural Development, or related fields. A Ph.D. will be considered an advantage
- Certification or professional affiliation with a recognized body in agriculture, agribusiness management, food systems, or rural development (e.g., membership in an agricultural economics or food systems association) is desirable. Experience
Minimum 10 years of professional experience in agriculture and rural development, with at least 5 years specifically related to post-harvest management, agrifood systems, or agricultural investment planning.
- -Minimum of 5 years of proven experience in implementing and managing agricultural capacity-building programs, farmer training, or rural development initiatives.
- -Demonstrated experience in developing and delivering training curricula on sustainable land and water management, climate-smart agriculture, and technology adoption
- Demonstrated experience in developing strategic investment plans, feasibility studies, or policy frameworks in the agriculture sector.
- Proven ability to coordinate stakeholder consultations and lead field-based assessments.
- Experience in designing and operationalizing knowledge centers, training hubs, or agri-innovation centers.
- Demonstrated prior experience working on an island, small island economies, smallholder-based agricultural systems, or developing countries with similar socio-economic and environmental challenges. The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The consultancy is expected to be completed within 160 calendar days, with 120 working days.
