Assignment Title: Consultant for recruitment and selection of rangers.

Reference No. (as per Procurement Plan): SANParks-0185921-22

The South African National Parks has received financing from the World Bank toward the cost of the Wildlife Conservation Bond Operation/Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include

  • In conjunction with the Addo Elephant National Park, the Consulting Firm will be expected to guide the profiling, recruitment, and screening of Candidate Rangers from six (6) surrounding local communities and also from other areas beyond the community in order to identify possible candidates to attend the pre-selection and selection process
  • The consulting firm will be expected to provide all the necessary administrative, logistical, and material checklists, guidelines, and requirements to Addo Elephant National Park management
  • Conduct a thorough and intensive 17 -day Pre-Selection and Selection process to select 40-45 suitably capable field ranger candidates
  • Perform all the scope of the assignment, ensuring full consistency with the TOR and deliver the contract to the satisfaction of the client.

The SOUTH AFRICAN NATIONAL PARKS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Relevance of the applicant firm’s core business area to recruitment, profiling, selecting, and training of rangers for protected areas including preparation for the introduction and protection of endangered species like Rhinoceros.
  • Minimum of 10 years of experience, in recruiting, profiling, selecting, and training rangers for protected areas. Experience in Sub-Saharan Africa is advantageous.
  • Minimum of two (2) similar assignments (recruitment and selection of rangers) successful completion experience within the last five years.
  • Good track records, sound institutional capacity with satisfactory performance and reference for reputability from former clients will be aspects to be considered for shortlisting.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
