Consultancy Services for the preparation of a National Multi-Modal Transport Master Plan (NMMTMP) and the Provision of Technical Assistance to establish an institutional structure for implementing and updating the NMMTMP.

REQUEST FOR EXPRESSIONOF INTEREST (REOI):

The Government of Botswana has received a loan from the World Bank towards the cost of the Botswana Integrated Transport Project (BITP) and intends to apply part of the proceeds of this loan to finance eligible payments for the Consultancy Services for the preparation of a National Multi-Modal Transport Master Plan NMMTMP), Gaborone Transport Master Plan and other Transport Strategies (National & Regional) and the Provision of Technical Assistanceto establish an institutional structure for updating the NMMTMP.

The Botswana Integrated Transport Project aims to improve the overall management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors with the other economic sectors and promotes regionalisation.

The key objective of the project is to assist the government to take the first step of modernizing the entire transport system. This would begin by enhancing system efficiency, followed by positioning the country as the transport hub for Southern African Development Community (SADC) Region. The realization of a competitive edge will allow for export diversification,strengthening of the private sector, income redistribution and finally poverty reduction.

Background

The National Integrated Transport Policy being developed by the Ministry of Transport and Communications intends to create the vision, direction and strategic framework in which the transport sector will evolve over the next 30 years. The development of the Transport Master Plan and Transport Strategies are key in the execution of the Transport Policy.

Transport Hub

The Transport Hub was established as a pro-active specialist unit focused on building a sustainable transport and logistics network and positioning Botswana as a world class transport hub in the Southern Africa Region. The key mandate of the transport hub is to identify opportunities to leverage competitive, strategic advantage, encourage entrepreneurship in the transport industry and identify constraints,facilitate transport and trade within the region and internationally.

Invitation of Firms:

The Ministry of Transport andCommunications which is the implementing agency invites eligible consulting companies, with a proven track record on similar assignments, to express their interest in providing the services for carrying out the NMMTMP and all other associated strategies.

Experience:

The consultant must have a thorough understanding of the transport sector with regard to organization structure, management and its relationshipwith productive sectors, concepts of integration and land use planning and to providing sustainable mobility, as well as project identification, selection, evaluation and prioritization. The consultant must beable to show that they have proven record in preparing a strategically based, results orientated plan that is economically and environmentally sustainable and not a shopping list of uneconomic, unrelated projects and measures that have no demonstrable outcomes.

The consultant must also show that they are able to provide technical assistance and have a proven track record in assisting governments to set up and implement reforms at the highest level. The consultant must provide examples of experience in establishing institutional arrangementscovering establishment of sound organizational structures, development of legislation, procedures, tools that will be needed for the implementation, monitoring and evaluation of the plan over time.

Interested Consultants must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The Consultant may be required to provide supplementary information at the discretion of the beneficiary.

Consultants may associate to enhance their qualifications. Associations may take the form of either joint venture (whereby firms will be severally and jointly liable for the assignment and in which case all joint venture partners are required to demonstrate competence in the core areas of the assignment) or sub consultancy (where a firm possesses competence in core areas of the assignment and sub-contracts part(s) of theassignment to another firm(s).

Scope of Services:

The consultant must prepare a National Multi-Modal Transport Master Plan (NMMTMP) and assist to establish an institutional structure for implementing and updating the NMMTMP. The scope of work will include but not be limited to the following broad sub-tasks:

i) Review and analysis of the present situation, including extensive data collection on transport policy, operational structures, infrastructure covering detailed analysis of major regional, local and rural roads; domestic and international air transport facilities and rail connectivity, services, operation/operators andlogistics services. The collected data would be the basis for developing a Transport Master Plan that incorporates regional integration andrecommendations on trade and transport facilitation in support of building Botswana into a transportation hub for the Region.

ii) Prepare for and participate in broad discussion ofthe initial draft of the NMMTMP, the integrated transport strategy and the recommendations to institutionalize the NMMTMP.

iii) Finalization and dissemination of the NMMTMP.

iv) To establish the principles and practices of project cycle management throughout the sector by issuing guidelines to ensure that there is a consistent approach to the elaboration of the transport programmes and plans.

v) Define the functionality of the identified institutions and develop the regulatory instruments to facilitate implementation.

vi) Design a relational database that will be used by the identifiedinstitutions and agencies to store data on the performance of the transport network, plans, projects, and other changes, general information, contacts and events.

Submission of EOI

One original and six (6) copies (one electronic as a pdf.file) of the expression of interest must be submitted in a sealed envelope clearly marked "Consultancy Services for the development of a National Multi-ModalTransport Master Plan" and should be delivered at the address below and addressed to "The Secretary, Ministerial Tender Committee, Private Bag 00414, Gaborone, Botswana" by 08 00 hours local time. (GMT+2:00) 28 November 2013. The submissions shallbe opened immediately thereafter in the Conference Room of the offices of the Ministry of Transport and Communications in the presence of firms or their representatives who choose to attend.

LATE SUBMISSIONS WILL NOT BE ACCEPTED and will be returned to the bidders unopened.

Selection Criteria

Selection of consultant firms will be in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised in October 2006 and May 01, 2010.

It should be noted that the Ministry of Transport and Communications is not obliged to invite to participate in the subsequent bidding process any particular potential consulting firm that expressed an interest in this project.
