REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Appointment of Socio-Economic Development Implementation Agency for the closure and repurposing of Komati Power Station.

Reference No. MWP2007CX

Eskom Holdings SOC Ltd, Government of South Africa Utility Company, has received financing from the World Bank toward the cost of the Eskom Just Energy Transition Projects (EJET - 177398) and intends to apply part of the proceeds for the above-mentioned consulting services.

The consulting services (“the Services”) include:

To manage and implement mitigation measures for the socio-economic impacts resulting from the closure and repurposing of Eskom's Komati Power Station; Component C as identified under the Eskom Just Energy Transition Project (EJETP).

The project will be for a duration of about 60 months.

The activities to be undertaken by implementing Agency on component C are divided into Four task as follows:

Task 1: Finalization of the Komati Implementation Plan

Task 2: Stakeholder Engagement and communication

Task 3: Implementation of Tasks and Activities

Task 4: Monitoring, Evaluation and Reporting

Eskom Holdings SOC Ltd now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Eligibility: The consultant must submit copies of certificates of incorporation or registration of the consulting firm, company ownership (Directors and Shareholders) of the company
  • General experience requirements: The applicant firm shall be a well-established and capable consultant with at least ten years of experiences in consulting industry with core business area of development programs implementation management and technical supports to clients.
  • Previous Assignments’ Experience: The Consultant must have successfully completed in the past 10 years at least five or more similar assignments of Socio-Economic Development Implementation programs. The Consultant must have proven experience of similar assignments with a proven record of scope, complexity, and value. Previous or current assignments on projects of similar scope with similar characteristics for the 10 years clearly indicating the role played by the consultant, should be documented as part of the submission. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Any capable and suitable local or international consulting firms can apply for the assignment singly or in associations. As the nature of the assignment requires a lot of local knowledge and local socioeconomic settings, international consulting firms are encouraged to associate with local South African consulting firms and enhance their suitability. Associations may take the form of either a joint venture (whereby the JV members will be severally and jointly liable for the assignment and in which case all joint venture partners are required to demonstrate competence in the core areas of the assignment) or sub consultancy (where an applicant firm should possess competence in core areas of the assignment by its own as the experiences and competences of the sub-consultants will not be considered for shortlisting.
  • Corporate capability and competence of the applicant: The consultant shall demonstrate having strong managerial, financial, and technical capability including strong expertise basis. Key Experts CVs will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

Expressions of interest documents must be delivered in a written form to the below address on or before 10: 00AM South African Standard Time (SAST) i.e. GMT+2 hours on Monday, 03 July 2023. Late submissions and EOIs not in English language will not be accepted.

Interested parties are required to submit the Expressions of Interest to the physical address below. The submissions can be in hard copy as one (1) original and three (3) copies.
