INVITATION TO BID

PROCUREMENT OF CONNECTION MATERIALS (LOTS 1-4)

Lot 1: Single Phase Prepaid Meters, Circuit Breakers and Metering Point Accessories.

Lot 2: Service Connection Accessories

Lot 3: Concentric Solid Aluminum Cable, Aerial Bound Conductors, Earth Wire and Stay Wires

Lot 4: Treated Wood Poles and LV Concrete Stay Stubs

  • The Government of Uganda has received financing from the World Bank towards the cost of the Electricity Access Scale-up Project (EASP), and intends to apply part of the proceeds towards payments under the contract for Procurement of Connection Materials.
  • The Ministry of Energy and Mineral Development now invites sealed bids from eligible Bidders for supply of Assorted Connection Materials in four (04) Lots namely:- Lot 1: Single Phase Prepaid Meters, Circuit Breakers and Metering Point Accessories, Lot 2: Service Connection Accessories, Lot 3: Concentric Solid Aluminum Cable, Aerial Bound Conductors, Earth Wire and Stay Wires, and Lot 4: Treated Wood Poles and LV Concrete Stay Stubs.

Bidders may bid for one or several contracts, as further defined in the Bidding document.

A pre-bid meeting will take place at the following date, time and place.

  • Date: Friday 27th September 2024,
  • Time: 10:00 am Ugandan Time
  • Place: Ministry of Energy and Mineral Development Board Room, Amber House, Plot 29/33, Fourth Floor Room A403.

The meeting will also be available via video conferencing. A link will be shared with all registered bidders prior to the date of the meeting. Bidders who wish to attend the on-line pre-bidding meeting shall register and submit their official email addresses no later than one day prior to the date of meeting to [email protected] and and copy to [email protected]

  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised September 2023, 5th Edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from the Procurement Specialist, Electricity Access Scale-up Project (EASP), on e-mail [email protected] and inspect the bidding document during office hours from 8:00 am to 5:00 pm at the address given below.
  • The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 300,000 (Uganda Shillings Three Hundred Thousand Only) or in a convertible currency. The method of payment will be by Bank Payment Advice Form obtainable from the Uganda Revenue Authority (URA) website using “Other NTR” as a tax head in the form. The hard copy of the Bidding Documents in English will be available for pick up at the address mentioned in (10) below.
  • Bids must be delivered to the address below on or before Thursday 31st October 2024, 11:30 am. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at 11:45 am Ugandan Time on Thursday, 31st October 2024. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  • All bids must be accompanied by a Bid Security as follows:
  • Lot 1: USD 120,000 (United States Dollars One Hundred Twenty Thousand Only) or its equivalent in freely convertible currency acceptable to the Employer.
  • Lot 2: USD 30,000 (United States Dollars Thirty Thousand Only) or its equivalent in freely convertible currency acceptable to the Employer.
  • Lot 3: USD 80,000 (United States Dollars Eighty Thousand only) or its equivalent in freely convertible currency acceptable to the Employer
  • Lot 4: USD 25,000 (United States Dollars Twenty Five Thousand Only) or its equivalent in freely convertible currency acceptable to the Employer.

For Bid Securities issued by financial institutions located outside the Employer’s Country, the issuing financial institution shall have a correspondent financial institution located in the Employer’s Country to make it enforceable.

  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
