CIVIL WORKS FOR CONSTRUCTION OF SOLAR POWERED PIPED WATER SUPPLY AND SANITATION SYSTEMS IN THREE (3) LOTS;

• LOT 1: 2 NO. RURAL GROWTH CENTRES OF GWERE(LEFORI) & LAROPI IN MOYO REFUGEE HOSTING DISTRICT

• LOT 2: 2 NO. RURAL GROWTH CENTRES OF LOMUNGA & LOBE IN YUMBE REFUGEE HOSTING DISTRICT.

• LOT 3: 1NO. RURAL GROWTH CENTRE OF GOBORO IN YUMBE REFUGEE HOSTING DISTRICT

• The Republic of Uganda has received financing from the World Bank towards the cost of the Integrated Water Management and Development Project (IWMDP) and it intends to apply part of the proceeds toward payments under the contract for Civil Works for Construction of Solar Powered Piped Water Supply and Sanitation Systems in Three (3) Lots as indicated in (2) below;

• The Ministry of Water and Environment now invites sealed Bids from eligible Bidders for the works for the Civil Works for Construction of Solar Powered Piped Water Supply and Sanitation Systems in three (3); The brief description of the works is as follows:

Further details on the above works are provided in the bidding documents. The qualification requirements are detailed in Section III of the bidding document. A margin of preference will apply.

• Bidders may Bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

• Bidding will be conducted through the International Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised November 2017 and September 2023) and is open to all eligible bidders as defined in the Procurement Regulations.

• Interested eligible bidders may obtain further information from the Ministry of Water and Environment, Procurement and Disposal Unit office, or emails, [email protected] with copies to [email protected], [email protected] and inspect the Bidding document during office hours from 9:00am to 5:00pm on official working days (Monday – Friday) at the address given below.

• The Bidding Documents in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of four hundred thousand Uganda Shillings (UGX 400,000) per Lot or the equivalent in freely convertible currency prior to submission date

The method of payment will be by Bank Payment Advice Form obtainable from the Uganda Revenue Authority (URA) website using “Other NTR” as a tax head in the form. The hard copy of the Bidding Documents in English will be available for pick up at the address mentioned in (10) and the soft copy can be accessed at https://www.mwe.go.ug/library/tendersprocurement

• Bids must be delivered to the address below on or before 11:00 am Ugandan time on 1st August, 2024. Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at 11:15 am Ugandan Time on 1st August, 2024. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

• All bids must be accompanied by a Bid Security of:

LOT 1: UGX 300,000,000 (Uganda Shillings: Three Hundred Million) or its equivalent in freely convertible currency

LOT 2: UGX 347,000,000 (Uganda Shillings: Three Hundred and Forty-Seven Million) or its equivalent in freely convertible currency

LOT 3: UGX 133,000,000 (Uganda Shillings: One Hundred Thirty-three Million) or its equivalent in freely convertible currency

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration

• All Bids must be accompanied by Forced Labor Performance Declaration and a Forced Labor Declaration
