Assignment Title:

Consultancy Services for Preparation of a GROW Vulnerable and Marginalised Groups Plan (VMGP)

The Government of the Republic of Uganda has received financing from the World Bank toward the cost of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds for Consulting Services.

The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented by the Ministry of Gender, Labour and Social Development (MGLSD), in conjunction with Private Sector Foundation Uganda (PSFU).

The World Bank ESS7 recognizes the importance of rights and interest of the Vulnerable and Marginalized Groups (VMGs) and requires engagement with them in the design, determination and implementation of the project proportionate to the scope and scale of potential project risks and impact that may affect them. The Vulnerable and Marginalised Group Framework for GROW identifies measures required for avoiding or minimizing any adverse impacts on VMGs. This VGMP will apply to all components and activities that will impact the VMGs and will provide procedures to ensure that the impacts are mitigated to enable the VMGs benefit from the project. The VGMP will stipulate implementable measures to mitigate negative impacts of project/sub-project(s) on VMGs

The consulting services ("the Services") is for preparation of the GROW Project Vulnerable and Marginalized Groups Plan (VMGP). The detailed Terms of Reference (TOR) for the assignment can be found at https://mglsd.go.ug. Further information can be obtained at the address below during office hours (0800 to 1700 hrs.)

The Ministry of Gender, Labour and Social Development now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the following minimum qualifications and relevant experience to perform the Services:

  • A postgraduate degree in Social Sciences, Development Studies, Development, Human Rights, Social Sciences or any related field.
  • A bachelor’s in Arts, Social Sciences, Development Studies, Human Rights or any related field.
  • At least 10 years working experience in social safeguards assessment, out of which 4 are in vulnerable and marginalized groups or other such groups associated with economic empowerment in Uganda.
  • Demonstrate considerable knowledge and experience in Participatory planning and management
  • Demonstrated Knowledge and understanding of World Bank ESS7 and the National Policy and legal framework for VMGs
  • Knowledge of broad social, cultural and economic dynamics affecting women enterprises in Uganda

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

Expressions of interest must be delivered in a written form to the MGLSD’s General Registry on 2nd Floor on the address indicated below (in person, or by mail, or by e-mail) by Wednesday May, 22nd 2024 at 11:00Hours. Consultants may make arrangements to have their Expressions of Interest delivered by courier services. However, no liability will be accepted for loss or late delivery.
