The Government of National Unity of The Sudan has applied for financing in the amount of US$ 4,200,000 equivalent from the World Bank toward the cost of the Sudan # Peace Building and Development Project, and it intends to apply part of the proceeds to payments for goods,works, related services and consulting services to be procured under this project. The project is expected to operate for four years in two phases of two years each. The first phase is planned to last from February 2011 through Jan 2013 and the second phase from April 2013 through March 2015. All contracts under this project are of small size and will be procured under NCB. The project will include the following components:
- Component 1: Peace-building: The main objective of the component is to strengthen peace-building effort in the area by providing support for institutional building, capacity building andstakeholder groups in order to strengthen environment of interethnic trust, promote mutual dialogue and enhance cooperation for developmentactivities benefitting the communities.
- Component 2: Livelihood support: The most key activities of the project are included in this component. This component comprises of three main sub components which are described below.
Sub-component 1: Agriculture: The traditional system organizing the relationship between pastoral herders and farmers, through mutual respect of animal routes and farming spaces has been disrupted by conflict and traditional mediation mechanisms have also disappeared. Under the stress of natural resource deterioration the seasonal passage of pastoralist animals along the timehonored stock routes overtime got impeded partly by the settlers cultivating into the land that was animal passage and thereby creating conflict situations. The agricultural component therefore contributes to address these conflict situations and water scarcity issues and comprises of two major areas of activities described in sub paragraphs (a) and (b) below:
a. Livestock Route Demarcation with Mobile Dispensary Units.
b. Watering facilities along stock routes.
Sub component 2: Extension Services: the first step in stock route demarcation is the sensitization of thesettled communities and the herder groups which would be accomplishedby the extension service supported by NGO volunteers under the peace building initiatives. Secondly the key role of the extension service will be to assist the communities of villages, where a water facility is established for the stock route,to form a water users association (WUA) where not existing. The thirdkey role would be identification of potential beneficiaries amongst women and unemployed youth for training in income generating trades.
Sub-component 3: Diversification of livelihood activities
This sub-component targets two of the most vulnerable groups namely the women and youth who suffer the most in an ethnic conflict.
Procurement of work under this component is: construction, rehabilitation and civil engineering consultant services of: water sources, Women Development Centers (WDCs), Youth Development Centers (YDCs), & stock route demarcation.
Procurement of goods under this component include: IT supplies, basic office facilities and procurement of vehicles.
- Component 3: Project Coordination:
As the respective line departments and their representatives at the locality level, do not have the necessary capacity, a Project Coordination Unit is needed to assist in the field of financial management and procurement services as well as to allow proper supervision of activities on the field by the task team in Khartoum.
Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).2
Specific procurement notices for contracts to be bid under the World Bank's national competitive bidding (NCB) procedures and for contractsfor consultancy services will be announced, as they become available,in the widely spread local newspapers (Al Ray Alaam, Al Sahafa & Khartoum Monitor).
