Temane Regional Electricity Transmission Project

Assignment Title: Senior E&S Expert
Reference No. (as per Procurement Plan): 22/TREP/2020
The Government of Mozambique has received financing from the World Bank toward the cost of the Temane Regional Electricity Transmission Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of environmental, social, health and safety (abbreviated to E&S) expert services for a 36-month construction and plant testing period which will include a 3 month probationary period from contract signature with the option of renewal based upon satisfactory performance The services are expected to commence before the end of the last quarter of 2020.
Sociedade Nacional de Transport Energia (SNTE) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Role and Reporting
The Senior E&S Expert will be an integral part of the SNTE Project Implementation Unit (PIU) for the Temane Transmission Project (TTP). The Senior E&S Expert will provide specialized environmental, social, health and safety management support to the PIU with respect to the integrated construction works for the TTP transmission lines and substations. SNTE is a wholly owned subsidiary of Electricidade de Moçambique E.P. (EDM).
The Senior E&S Expert will report to the Project Director
The Senior E&S Expert will be responsible for oversight of the SNTE E&S functions including the following;
In collaboration with the SNTE and EDM E&S Departments and building on existing E&S Management Plans, oversee the development and implementation of a TTP Environmental and Social Management System (ESMS) that is aligned with Good Industry International Practice (GIIP)[1], and includes Gender-based Violence (GBV), Sexual Exploitation and Abuse (SEA) and a Grievance Redress Mechanism (GRM)
Provide capacity building to SNTE and EDM E&S Employees on GIIP, TTP ESMS requirements, and TTP ESMS implementation
Coordinate internal and external audits of the SNTE and EDM E&S Departments and TTP ESMS, and oversee the implementation of corrective actions
E&S oversight of the Owner’s Engineer and other Contractors
Duties and Responsibilities
In collaboration with the SNTE and EDM E&S Departments and building on existing E&S Management Plans, oversee the development of a TTP Environmental and Social Management System (ESMS) that is aligned with Good Industry International Practice (GIIP)[2], and includes Gender-based Violence (GBV), Sexual Exploitation and Abuse (SEA) and a Grievance Redress Mechanism (GRM)
In collaboration with the SNTE E&S Department, and based on the TTP ESMS, oversee the development and implementation of a TTP ESMS Implementation Action Plan that is aligned with GIIP
Oversee the development of a Gender-Based Violence (GBV) Action Plan by a specialist consultant and ensure implementation the GBV Action Plan through the use of specialist GBV personnel were recommended in the GBV Action Plan
Provide leadership, Capacity building and support to SNTE and EDM E&S Employees (including E&S, TTP ESMS, GBV, SEA and CLO professionals) in the application of GIIP in E&S management for the development and monitoring of infrastructure projects in the institution’s area of work
Prepare and implement a training plan. Lead quarterly training workshops, in addition to ongoing on-the-job training for SNTE & EDM E&S Employees on GIIP, and TTP ESMS development and implementation
Ensure that the SNTE and EDM E&S Departments undertake a detailed gap assessment between the TTP ESMS and Owner’s Engineer ESMS to identify and address any potential gaps
Ensure that the SNTE and EDM E&S Departments undertake a detailed gap assessment between the TTP ESMS and each Contractor ESMSs to identify and address any potential gaps
Ensure that all participants in the RAP Implementation process including EDM, SNTE, SNTE Consultants, RAP Contractors, and RAP Supervisors perform their respective function with integrity and excellence and in compliance with GIIP and the TTP ESMS; including ensuring clear, effective and efficient communication and reporting between all participants, PAPs, and community members
Review and provide comments to SNTE, Owners Engineer and EPC Contractor reporting templates and necessary processes to collect relevant E&S data required on a daily, weekly, and monthly basis, including information required to be reported to SNTE Financiers
Provide support and training and involve the SNTE E&S Department to monitor EPC Contractor to ensure compliance with GIIP; in particular labour management and local employment
Coordinate of internal audits of the SNTE and EDM E&S Departments and TTP ESMS, and oversee the implementation of corrective actions
Coordinate external audits of the SNTE and EDM E&S Departments and TTP ESMS, and oversee the implementation of corrective actions within first month and at six monthly intervals thereafter
Establish and take part in weekly E&S meetings with SNTE, the EPC Contractor and their Sub-contractors
Involve SNTE E&S Departments in all the above activities, provide training and ensure the requirements are clearly defined. All of the tasks above should be developed keeping in mind that, following implementation of the TTP ESMS, SNTE E&S Management competences and structure will become an EDM corporate culture for its corporate projects
Provide support and training and involve the SNTE E&S Department to oversee of how the EPC Contractor implement and elaborate the construction workers accommodation and welfare facility management arrangements to ensure the EPC Contractor is meeting GIIP
Provide support and training and involve the SNTE E&S Department to oversee how SNTE and the EPC Contractor establish community grievance procedures, communication channels and programme for regular community engagement activities
Provide support and training to enable the SNTE E&S Expert and Department to manage community engagement meetings by providing support to the agenda, ensure meaningful participation and interaction in an appropriate language and culturally sensitive manner
Ensure that a GRM is established for workers as well as a separate GRM for communities and provide training in the application/use of GRM procedures throughout the project period
Prepare quarterly reports to the SNTE E&S Expert and Department highlighting progress against the TTP ESMS Implementation Action Plan, and overview of planned activities on all aspects of the TTP (SNTE, Owner’s Engineer, EPC Contractors) and associated risks and proposed mitigations
Support the SNTE E&S Expert and Department to ensure SNTE complies with Mozambican Environmental and Social legislation and GIIP; including liaison with local, regional and national authorities
Provide training to address and manage climate related disasters during the construction and operational phases of the Project
Respond to changes in project implementation or unanticipated site activities which are not addressed by the TTP ESMS which could potentially have E&S impacts and advise SNTE and the relevant contractor as required
Location of Employment
The Consultant will be based in Maputo, Mozambique and will be expected to frequently travel to all TTP construction sites for regular and ad hoc OE/Contractor meetings
The Qualification Criteria:
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The relevant qualification criteria are;
- General Qualifications
Master’s degree in an environmental or social science, engineering or equivalent qualifications.
Fluency in English is required. Fluency in Portuguese will be advantageous
- Adequacy for the assignment
Demonstrate good knowledge of the content and application Good Industry International Practice (GIIP) including, World Bank and Islamic Development Bank Standards and Guidelines, including IFC Performance Standards, WB Environmental and Social Standards (ESS), Word Bank ESHS Guidelines, and WB EHS Guidelines for Transmission Lines.
Significant experience implementing the Equator Principles and the environmental, social, health and safety standards of international finance institutions such as the World Bank, Islamic Development Bank, International Finance Corporation, African Development Bank, European Bank for Reconstruction and Development etc. on major construction projects is essential
Experience in E&S Gap Assessments, and ESMS development and on-the-ground implementation; including monitoring and reporting to international lending institutions and corporate boards.
Experience and demonstrated success in building local capacity across cultural and institutional contexts both in classroom and on-the-job training via participatory planning and implementation; including government employees, and local consultant and private sector employees.
The Consultant should have in-deep understanding of how to implement mitigation measures identified in ESIA and E&S Management Plans, as well as undertake E&S Risk Assessments to define any additional management measures.
Key skills required from the Consultant include the ability to independently manage and drive change processes, have insight into the challenges associated with implementing an ESMS, and sensitivity to building the teams capacity and motivating them to improve and take ownership of content.
