REQUEST FOR EXPRESSION OF INTEREST FOR THE DESIGN AND PILOTING THE OPERATION OF A WATER INFORMATION SYSTEM FOR SOUTHERN SUDAN

This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in the UN Development Business and dgMarket No. op00004568 of 17 June 2010.

The Ministry of Water Resources and Irrigation of the Government of Southern Sudan has received a grant from the Multi Donor Trust Fund administered by the International Development Association (IDA), in the amount of US$ 30 million towards the cost of Water Supply and Sanitation Project (WSSP) and intends to apply part of the proceeds towards thedesign and piloting the operation of a water information system (WIS).

Description of services: The service includes, the Design of a comprehensive Water Information System (WIS) for Southern Sudan covering all water-related data and an upgraded Hydrological Information System (HIS), which will include the collection of field data at the required intensity and frequency; time-effective transmission; data processing and analysis, spatial GIS datasets; data if available from bathymetric and environmental surveys; data from special studies including use of weather radar; and institutional strengthening and capacity building. The services have to be accomplished in following two parts one after the other:

Part 1: The first part will cover the design and testing of a Water Information System (WIS) with details of attendant operations and maintenance needs for Southern Sudan. (In the first nine months):

Part 2: The second part will deal with a comprehensive assessment of water resources through the implementation of the designed water informationsystem in a pilot sub-basin (Kuron in Upper Pibor Catchment in Eastern Equatoria, PSB), as a testing platform for the functioning of HIS/WIS (in the next six months):

A Project Management Team within MWRI manages the WSSP, including this component, in close collaboration with the State Governments and other GOSS stakeholder institutions.

The Ministry of Water Resources and Irrigation now invites eligible Consultants to indicate their interest in providing the above services.Interested consultants must provide information indicating that they are qualified to perform the services (brochures describing field of specialization of the firm, description of at least two similar assignments in the last five years, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 (Revised in May 2010).

Expression of Interest (EOI) must be clearly marked "Expression of Interest for Design and Piloting the Operation of Water Information System for Southern Sudan" and be received at the address below by close of business (COB, 5PM Local time) on or before 17th December 2010.
