The Government of Sudan has received financing in the amount of US$ 4.995 from the World Bank funded through the State and Peace building Fund (SPF) towards the cost of the Budget Capacity Strengthening Project (BCSP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following four components:-

(a) Component 1: Strengthen pro-poor budgeting

The objective of this component is to provide technical assistance and advisory services to Ministry of Finance & National Economy with the view to improve pro-poor budget allocation andexecution. Surviving the shock following the South Sudan secession requires fiscal discipline; better prioritization of recurrent and development expenditures and diversification of the economy to generate new sources of growth.This component consists of 2 sub-components.

  • Sub-component 1.1: Support to I-PRSP implementation and a full PRSP preparation
  • Sub-component 1.2: Strengthening the capacity of the Ministry of Finance and National Economy.

Key procurement activities for this component:-

1- Support to manage the PRSP process and program implementation (Consultancy)

2- Support to prepare a monitoring and evaluation plan. (Consultancy)

3- Strengthening the capacity of MOFNE on effective public investment management. (Consultancy)

4- Strengthening the procurement system and procedure (Consultancy)

(b) Component 2: Strengthen state revenue mobilization in pilot states in four states ( North Kordofan, Kasala, Sinnar and River Nile)

In line with managing the economic transition, the objective of this component would therefore be to helpstrengthen state own revenue administration with the view to improve the revenue collection efficiency, ensure equity, and encourage private sector investment and development.

Key procurement activities for this component:-

Under this component the project will select consultants, arrange for different Training workshops, and provide IT and equipment for the state own revenue administration at the piloted states.

(c) Component 3: Increase budget transparency through strengthening oversight institutions and media

This component consists of 3 sub-components related respectively to enhance the capacity of National Audit Chamber oversight and monitoring and evaluation, National Parliamentary, and media with the view to enhance budget transparency. Ensuring reforms foster greaterpublic engagement and debate to promote greater transparency of public institutions and foster action to mitigate corruption and political patronage is critical for fiscal stability, long-term reduction of conflict and for sustainability of shared growth.

  • Sub-component 3-1: Strengthening National Audit Chamber's oversight capacity
  • Sub-component 3-2: Strengthening the capacity of the National Parliament.
  • Sub-component 3-3: Strengthening Sudanese media to promote budget transparency.

Under this component the project will select different consultants and arrange for different training workshops and acquisition of goods.

(d) Component 4: Technical support to project management and implementation

The objective of this component is to provide technical support to strengthening the capacity of the Project Implementing Unit for effective management and implementation of the Project.

Under this component the project will select different consultants, arrange for different training workshops and Supplyof Office equipment, IT, and Office furniture.

Procurement of contracts financed by the World Bank will be conducted through the procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).[1]

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers in Sudan.[2]

Prequalification of suppliers and contractors will not be required for the contracts under this project.
