REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT

RWANDA URBAN DEVELOPMENT PROJECT (RUDP) PROJECT No.: P165017

ASSIGNMENT TITLE: HIRING FLOATING ENGINEER TO PROVIDE TECHNICAL SUPPORTS TO RUDP II PHASE 4

BACKGROUND

To promote urbanisation and job creation in Rwanda’s Secondary Cities, the Ministry of Finance requested for a loan from the World Bank for infrastructure development and technical assistance in the secondary cities of RUSIZI, RUBAVU, HUYE, MUSANZE, NYAGATARE and MUHANGA.

The country has a national target of achieving 52.7% urbanisation by the year 2035, and creation of 1.250,000 off-farm jobs over the 2024-2029 period, averaging about 250,000 jobs annually. The Six Secondary Cities have been identified as economic growth poles and are expected to be key contributors to the national targets. In this context, key priorities for supporting Rwanda’s urban transition are as follows:

  • basic infrastructure provision through strategic identification, selection and implementation of investments;
  • promoting inclusive cities through effective approaches to informal settlement upgrading;
  • developing the technical capacity of district administrative authorities to adequately manage, operate and maintain basic infrastructure; and
  • supporting districts to create the enabling environment for local economic development.

Rwanda Urban Development Project (RUDP) provides an integrated package of support to address

key challenges associated with Rwanda’s urbanisation in the Six Secondary Cities, including:

  • access to basic infrastructure to promote liability and local economic development;
  • upgrading of informal areas to promote inclusive urbanisation; and
  • building the capacity of district administrative authorities for better urban management.

The Local Administrative Entities Development Agency (LODA) wishes to recruit a Technical Assistant (Floating Engineer) who will be floating throughout the Six Secondary Cities providing technical support to RUDP.

The expert will be working under LODA and providing support to the Six Secondary Cities reporting to LODA/RUDP Program Manager.

GENERAL OBJECTIVE

The objective of the assignment is to provide engineering technical expertise, quality assessment & control of progress of works, contracts management to international standards/FIDIC, and technical reports preparation.

SPECIFIC OBJECTIVES

The consultant shall be an experienced professional with a civil engineering background, having considerable experience in civil works implementation management, contract management, design and supervision of medium size urban development projects.

Main duties shall be to:

  • Follow up on timely relocation of utilities during implementation of the project;
  • Liaison between contractor, client and supervisory firm regarding implementation of the project;
  • Provide support to the Executive Secretary (ES) in assessing and approving variation orders, extension of time, design changes, and other claims submitted by the Contractors and recommended by Construction Supervision Consultant (CSC) and facilitation for approval of payment certificates;
  • Advise LODA and the Six Secondary Cities on issues related to civil works contract management;
  • Review and do quality assurance of the monthly and quarterly reports submitted by the CSC and advise the ES and/or LODA on salient issues including monitoring compliance to cost and cash flow, time and work plan, quality and changes in scope;
  • Assist in any technical training sessions organized for the benefit of District staff with respect to urban infrastructure investments;
  • Provide the SPIU in LODA with regular reports on the implementation of infrastructure investments financed by RUDP;
  • Attend monthly site meetings with the District ES team and assist in resolving issues that could affect the timely completion of the works;
  • Assist LODA/District monitor the performance of the CSC and advise on ways of enhancing CSC performance and coordination of the works;
  • Assist LODA in reviewing and evaluating CSC requests for extensions of time and additional inputs;
  • Lead the preparation of the operation and maintenance guidelines (manual) for RUDP infrastructure;
  • Assist in the preparation of terms of reference and technical specifications for tenders related to RUDP infrastructure or LODA tenders for construction of infrastructure or consulting services.

In line with the above, LODA is seeking the services of one individual consultant to act as a Floating Engineer to support RUDP, he/she will work closely with RUDP staff and reporting to LODA/RUDP Program Manager.

METHODOLOGY OF APPROACH

The consultant will provide technical support in the area of civil works implementation of RUDP in LODA and work closely with Six Secondary Cities.

The consultant shall prepare the work plan for the contract period and present it for approval by the LODA/RUDP project administration for commencement of the assignment.

Successive update and refinement shall be made along the way during the implementation time to keep the work plan a living document based on how the implementation environment will be changing.

EXPECTED OUTPUTS/DELIVERABLES

The consultant is expected to work both at LODA office, MININFRA and the Six Secondary Cities throughout the consulting time relative to the approved work plan. The costing will be based on daily rate and the consultant will be paid on worked days.

  • Payment will be monthly basis, based on the approved worked days The consultant will provide monthly report with a focus on the following:
  • Civil works progress, assessment and quality control;

  • Contract Management issues including Variation Order, extension of time, relocation of utilities and any other issue related to project implementation;
  • Coaching in civil works quality assessment, implementation and contract management in general;
  • Key challenges and measures of addressing them.

DURATION OF THE ASSIGNMENT

The total period of the assignment is up to Nine (09) Months.

THE EVALUATION CRITERIA

Eligibility criteria and the selection procedure shall be in accordance with individual consultant method. The Individual Consultant will be selected on the basis of his/ her relevant experience, qualifications, and capability to carry out the assignment.

The evaluation criteria are as follows and shall rely on the terms of reference.

  • At least a BSc degree in Civil Engineering or Masters’ degree in Civil Engineering,

Construction management or Highway/Transportation Engineering: 20 marks

  • Adequacy for the proposed assignment described in EOIs: 80 marks
  • Description of the Approach, Methodology /20 marks
  • Detailed description of relevant past professional experiences: 60 marks

General experience: having at least experience of fifteen (15) years for bachelor’s degree or at least seven (07) years of working experience for master’s degree proven in certificate(s) of good completion. /10 marks

Specific experience: for bachelor’s degree having at least ten (10) years of proven experience in civil works implementation specifically asphalt roads, building construction, informal settlement and storm water drainage proven by certificate(s) of good completion; or for Masters’ degree, having at least Seven (07) years of working experience in civil works implementation specifically asphalt roads, building construction, informal settlement and storm water drainage proven by certificate(s) of good completion. /20 marks

Successfully completed assignments: having at least four (04) successfully completed assignments in supervision of works or contract management, progress assessment and quality control in the area of civil works proven in provided certificate(s) of good completion. /18 marks (4.5 marks to each assignment)

At least five (05) years of experience working with donor-funded project implementation procedures proven in provided certificate(s) of good completion. 10 marks

Experience in working in Rwanda or in the region will be a strong advantage.

Fluency in English is required. French and Kinyarwanda will be a strong advantage. /2 marks Conversancy with Civil Engineering software will be a strong advantage.

Expert should be certified Engineer registered with Institution of Engineers of Rwanda or internationally recognized registration authority (This is mandatory, missing of this document leads to disqualification).

CONSULTANT REQUIRED QUALIFICATIONS

  • BSc degree in Civil Engineering with fifteen (15) years of working experience and at least ten (10) years of proven experience in civil works implementation specifically asphalt roads, building construction and storm water drainage; or Masters’ degree in Civil Engineering, Construction management or Highway/Transportation Engineering with seven (07) years of working experience in civil works implementation specifically asphalt roads, building construction, informal settlement and storm water drainage.
  • Proven experience in civil works progress assessment and quality control, contract management in the area of civil works with at least four (04) successfully completed assignments in supervision of works or contract management.
  • Demonstrated knowledge and skills in general Project Management, Planning, Procurement, Contract Management, Construction Supervision, Monitoring, Evaluation and Reporting.
  • At least five (05) years of experience working with donor-funded project implementation procedures.
  • Experience in working in Rwanda or in the region will be a strong advantage.
