REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
ENERGY ACCESS SCALE-UP PROJECT (P166685)
Consultancy services to support the procurement, supervision, and monitoring of energy service companies engaged to electrify off-grid educational institutions through an energy-as-a-service model under the Electricity Access Scale-Up Project (EASP)

The Government of Uganda has received financing from the World Bank toward the cost of the Energy Access Scale-up Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting the Ministry of Education and Sports during the procurement, supervision and monitoring of the Energy Service Companies for the electrification of 350 Public Educational Institutions through an energy-as-a-service model. The duration of the consultancy is a minimum period of 37 months, pending closure of the EASP.
The Ministry of Education and Sports invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least Six years working experience in standalone solar photovoltaic (PV) systems.
- Experience designing, installing, commissioning, and maintaining standalone solar PV systems in Sub-Saharan Africa.
- Experience conducting comprehensive economic analyses of solar PV projects.
- Experience implementing or supporting government procurement programs involving installation of standalone solar PV systems for large numbers of institutional systems in Sub-Saharan Africa.
- Experience installing and using remote monitoring systems for multiple standalone solar systems, including use of data aggregation platforms.
- Experience conducting environmental and social impact assessments.
- Working-level fluency in local language(s), knowledge of local culture, administrative systems, and relevant government organizations
- Experience of at least three (3) similar assignments involving support to governments in preparing eligibility requirements/assessments, energy needs assessments, detailed engineering designs, installation, and maintenance of solar PV energy systems of capacities between 5-30 kWp systems.
- Possession of experts qualified in renewable energy, electrical or mechanical engineering, computer science, procurement, environment management, and sociology.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, July 2014 Revision (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
