REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION METHOD)
Assignment Title: Consultancy Services for Environmental Assistant under the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2) Local Hire

The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project and intends to apply part of the proceeds for Consultancy Services for Environmental Assistant under the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2). The LEC is seeking the services of a qualified Environmental Assistant under LESSAP-2 to support the Environmental Specialist (ES) on environmental management of LESSAP & LESSAP 2 in order to ensure that LESSAP project activities minimizes, reduces and mitigates and if possible, avoids potential environmental, social, health and safety hazards, meets EPA standards, and operates in accordance with the World Bank Policies.
The inputs of the Consultant will be required on a full-time basis for the first 12 months. The project will renew the consultant’s contract on an annual basis and or an additional term based on performance.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI) including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates etc. The shortlisting criteria is listed below.
Qualifications, Experience, and Competencies:
- Hold at least a bachelor's degree in environmental science or pertinent equivalent disciplines;
- Have a minimum of three (3) years of experience in environmental management and supervision, specifically in environmental and social impact assessments (ESIAs), or the preparation and implementation of an environmental and social management plan (ESMP);
- Have an excellent knowledge of the relevant Liberian regulations, procedures and the legal framework for environmental management as well as similar requirements of donors, preferably the World Bank Environmental and Social Framework (ESF), ESS 1-10 and WB environmental, health and safety (EHS) guidelines;
- Have proven experience in conducting incident investigation and risk assessment for energy projects;
- Have proven knowledge of environmental, health and safety implementation for Energy projects;
- Have proven knowledge of the culture and social practices of communities in the project areas;
- Excellent organizational skills with the ability to encourage dynamic teamwork;
- Have excellent communication skills, master basic computer software (MSWord, MS Excel, MS Outlook, PowerPoint or other software for data processing) and have the ability to use the Internet;
- Must be prepared to be in the project areas on a daily basis
- Have experience working in similar projects as an asset;
- Must be proficient in reading, speaking, and writing English;

The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 and February 2025).
