  • The Government of The Gambia has received financing from the World Bank toward the cost of the Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital and intends to apply part of the proceeds toward payments under the contract for the Construction of the Neonatal Intensive Care Unit, Lot 2 Services, at the Edward Francis Small Teaching Hospital. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  • The Projects Coordination Unit, Ministry of Health, now invites sealed Bids from eligible Bidders for the Construction of the Neonatal Intensive Care Unit, Lot 2 Services, at the Edward Francis Small Teaching Hospital

The Services installation and works comprises 3 components as follows:

  • Component A: MEP Works and Installations: upgrade/renew electricity and water supply services including connections to the EFSTH grid and backup systems; provide new electricity and water service to the NICU and upgrade services and fittings to existing ground floor; provide fire and smoke detection systems, earthing, lighting and other systems for protection; procure and install lift.
  • Component B: HVAC Works and Installations: Air conditioning systems comprising a centralized (rooftop) unit feeding the NICU and split units to other areas; fresh air supply via inlets on rooftop package unit; and extraction ventilation to toilets and storage areas.
  • Component C: Medical Gases Works and Installations: Provide all materials, products, and machines listed on the BoQ section; provide technical services for medical gas installation, commissioning, training performance, and certification of work statements; provide services for construction of ancillary structures for housing compressors, vacuum pumps, cylinder ramps and PSA plant, and supporting structure as required; additionally, provide services for construction of complementary steel structures protecting pipes from the source housing site to hospital entrance site (as per technical report).

The period for installation of services is 6.0 months

The required qualifications for bidders and their associates are:

  • Ten (10) years’ experience in installation of building services including MEP, HVAC and Medical Gases (among members of JV or associates);
  • At least 5 projects each completed over last 10 years in installation of building services, with at least one project in MEP, HVAC and Medical Gases (among members of JV or associates);
  • Average annual turnover of one million United States Dollars ($1,000,000) or seventy million Gambian dalasi (D70,000,000) over last five (5) years (at least 1 member of JV);
  • Liquid assets or lines of credit from banks, suppliers and others of two hundred and fifty thousand United States dollars ($250,000) or seventeen million five hundred Gambian dalasi (D17,500,000) (at least 1 member of JV) exclusive of any other current commitments.
  • Capacity to complete installation works within specified construction period of 6 months.

No margin of preference shall be applied.

Local Bidders should submit a Tax Clearance Certificate from the Gambia Revenues Authority as applicable

Bidders should note Withholding Tax will apply.

Bidders should note Duty Waiver and VAT exemption will be granted provided selected Contractor is in possession of valid tax clearance certificates.

Bidders should note site will be shared with another contractor.

Bidders should note limited on-site space for materials storage and installation activities with restricted access for heavy machinery off Ebou Conteh (Telegraph) Road.

Bidders should note health delivery services in the Labour & Theatre Block on the ground floor will be on-going during the construction period, with attendant requirements for continuity in water, electricity and other MEP services as well as control of noise, vibrations, dust, etc.

  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  • The bidding document in English may be accessed by eligible Bidders upon the submission of a written or emailed application to the address given it Item 11 below. The document will be sent by email.
  • Bids must be delivered to the address in Item 11 on or before December 13th, 2024 at 12:00PM GMT. Electronic bidding will not be permitted; but electronic copies of bids, on USB stick or by email, should be submitted as backup to original hardcopy. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address stated in Item 11 on December 13th, 2024 at 12:30pm. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a Bid Security of twenty-five thousand United States dollars ($25,000) or one million seven hundred and fifty Gambian dalasi (GMD 1,750,000).
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
