The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2) and intends to apply part of the proceeds for hiring of a Local financial Officer under the LESSAP Projects.
Under the overall direction of the Executive Project Director and daily supervision of the Senior Finance Specialist, the Finance Officer will provide direct support to the Senior Financial Management Specialist in ensuring that the day-to-day accounting and financial management arrangement of all World Bank Projects including the funds for the project are used for the intended purposes with due regards for economy, efficiency, and effectiveness, timely and reliable financial report (IFRs) for the project are produced, and there are measures to protect the assets of the project
The Key Duties and Responsibilities are as follows:
- Assist in the preparation/review of annual budgets or annual work plans for all projects and submit them to the Work Bank on or before 30th November each year;
- Assist in the Preparation of accurate and timely financial reports by providing the relevant technical support and ensuring timely review and processing of financial transactions in accordance with requirements/ standards of the World Bank;
- Maintain up to date accounting records and balances subsidiary accounts by verifying, allocating, posting, reconciling transactions; resolving discrepancies
- Prepare monthly bank reconciliation reports for the respective projects they manage;
- Administer and implement systems of internal controls to ensure data integrity and security and follow up on all audit issues;
- Assist the Financial Management Specialist in the preparation of timely cash forecasts and review of withdrawal applications to ensure a sustainable flow of funds to the various projects at all times;
- Review disbursement and journal vouchers to ensure compliance with applicable policies and procedures required by the Bank before recommendation for approval;
- Assist internal and external auditors to facilitate projects financial audit at the end of the year;
- Build strong and strategic relations with key stakeholders.
- Ensure that all payments are properly authorized, supported by proper documentation and complied with all approved procedures and on a timely basis.
- Check budget lines to ensure that all transactions are correctly booked to the correct budget lines;
- Assist in the preparation or review of unaudited Interim Financial Report (IFR) and other relevant reports and submit to the Senior Finance Specialist who reviews, approves and send to the World Bank through the Client Connection System;
- Assist the Finance Specialist to monitor the financial aspect of procurement implementation to ensure that procurement documentations are proper and meet the minimum standards before they are processed;
- Assist in the smooth and timely disbursement of funds to programs or implementing partners where applicable;
- Analyzing financial information and summarizing the financial status of the projects at every given time;
- Coordinate regularly Review of fixed asset registers to ensure that the registers are always kept up to date;
- Carry out any other financial/administrative assignments as requested by the Financial Specialist and or by the Team Lead.

Qualifications
- Education and Other Skills
- Bachelor’s degree in accountancy, finance or business administration.
- Part Qualified Professional Certification in accounting (ACCA, CIMA, CA, etc.) i.e., a member of a professional accounting body recognized by LICPA and IFAC is a must.
- Post/Ongoing-graduate qualifications such as MBA, MSC in relevant field would be an added advantage.
- Fluency in written and spoken English, and experience in report writing are required.
- 2.Experience
- Minimum of 3 years’ experience working in project accounting to include experience managing donor funded projects.
- Demonstrate capability of leading the preparation and successfully administering Letter of Credit with Special Commitment for donor funded project.
- Advanced knowledge of desktop computing packages including Microsoft Office Suite (MS Excel, Outlook, Word, Access and PowerPoint), etc.
- Familiarity with data management tools and platforms including SQL or similar data analysis and reporting tools is highly desirable.
- Demonstrate high levels of personal initiative, motivation, and integrity; strong planning, organization, communication, and time management skills and an ability to manage multiple tasks at once are desired.
- Supervisory experience is desired.
- Auditing experience with an audit firm is a plus.
- Experience with electricity utility companies would be an advantage.
The Financial Officer must have minimum qualifications and experience as per the Terms of Reference. The Financial Officer will be selected in accordance with the Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 and February 2025).
