The Government of Morocco has received a grant no. TF 010 251 fromthe World Bank acting as Agent for Execution of the substance for theGlobal Environment (the FEM), of an amount equivalent to US$1.05 million to finance the project "LDAS - MOROCCO, improvement in the Management of Water Resources and Adaptation to Climate Change" and intends to use part of the funds to adjust the payments authorized under the following contract:

RECRUITMENT OF AN EXPERT FOR Informatics Assistance for Implementing

a water resources Platform (LIS)

Consultant services "Services" include:

The services required for this consultation concern the recruitment of an expert for Informatics Assistance for Implementing a water resources Platform so-called Land Information System (LIS). These services cover the following activities:

Activity 1: Provide informatics support to CRTS team during LIS installation, customization; calibration and validation.

Activity 2: Develop an integrated graphical interface for the component "Water Resources Management in Morocco" using LIS outputs

The Royal Center for Remote Sensing (CRTS), responsible for the execution of the project, invites eligible Consultants to indicate theirinterest in providing the services described above.

The interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience for the execution of these Services (CV, references concerning the execution of similar missions, experience in similar conditions, etc.).

The criteria for the constitution of the shortlist are:

• A higher post-doctoral level or equivalent;

• Good experience in using the Linux operating system.

• Good knowledge of programming languages C + + and Fortran.

• Good knowledge of processing techniques and use of satellite andmeteorological data.

• Experience in informatics development.

It is brought to the knowledge of the consultants that the provisions of paragraph 1.9 of the Guidelines for Selection and Employment ofConsultants by World Bank borrowers in the framework of IBRD loans and credits, and gifts of the IDA (version January 2011) relating to therules of the World Bank in terms of conflict of interest are applicable.

A consultant will be selected according to the method of individual Consultants (SCI) such as described in the said Guidelines.

Le Gouvernement du Maroc a reu un don n TF 010 251 de la Banque mondiale agissant en qualit d'Agent d'Excution du Fond pour l'Environnement Mondial (le FEM), d'un montant quivalant US$ 1,05 million pour financer le projet LDAS MAROC, Amlioration de la Gestion des Ressources en Eau et Adaptation aux Changements Climatiques et l'intention d'utiliser une partie des fonds pour rgler les paiements autoriss au titre du contrat suivant :

RECRUTEMENT D'UN EXPERT POUR Assistance Informatique pour l'Implmentation d'une plate forme d'information sur les ressources en eau (LIS)

Les services de consultant Services comprennent :

Les prestations demandes concernent le recrutement d'un d'expert pour l'assistance informatique pour l'implmentation d'une plate-forme d'information surles ressources en eau LIS (Land Information System). Ces prestations couvrent les activits suivantes :

Activit 1 : Assistance informatique de l'quipe CRTS pour l'installation, l'adaptation, la calibration et la validation du systme LIS (Land Information System)

Activit 2 : Dveloppement d'une interface graphique intgre pour la composante gestion des ressources en eau au Maroc 'GERE-MA' utilisant les sorties du LIS

Le Centre Royal de Tldtection Spatiale (CRTS), charg de l'excution du projet, invite les Consultants admissibles manifester leur intrt fournir les services dcrits ci-dessus.

Les Consultants intresss doivent fournir les informations dmontrant qu'ils possdent les qualifications requises et une exprience pertinente pour l'excution de ces Services (CV, rfrences concernant l'excution de missions analogues, exprience dans des conditions semblables, etc.).

Les critres pour la constitution de la liste restreinte sont :

-Le niveau de formation universitaire ;

-Bonne exprience dans l'utilisation du systme d'exploitation Linux.

-Bonne maitrise des langages de programmation C++ et Fortran.

-Bonne connaissance des techniques de traitement et d'exploitation des donnes satellitaires et mtorologiques.

-Exprience dans le domaine de dveloppement informatique.

Il est port la connaissance des Consultants que les dispositions du paragraphe 1.9 des Directives de Slection et Emploi de Consultants par les Emprunteurs de la Banque mondiale dans le cadre des Prts de la BIRD et des Crdits et Dons de l'AID (version Janvier 2011) relatives aux rgles de la Banque mondiale en matire de conflit d'intrts sont applicables.

Un Consultant sera slectionn selon lamthode de Consultants individuels (SCI) telle que dcrite ladite Directives.
