The tender cannot be divided into lots due to the highly integrated and interdependent nature of the assignment"s objectives, activities, and expected results. The assignment is designed as a cohesive package of technical, advisory, and capacity-building interventions aimed at formulating, implementing and strengthening Somalia"s climate-resilient agricultural policy framework in alignment with East African Community commitments. The activities under Output 1: policy and strategy formulation, alignment, and implementation, and Output 2: capacity building, quality assurance strengthening, and implementation support are intrinsically linked, as effective policy development depends on continuous feedback from implementation realities, institutional capacity assessments, and quality assurance mechanisms.

Dividing these components would risk fragmentation, methodological inconsistencies, and reduced effectiveness of both policy formulation, recommendations and their uptake. Moreover, the assignment requires a unified methodological approach and consistent stakeholder engagement across all phases, which would be difficult to maintain with multiple contractors. Given the need for close coordination with various government ministries, regulatory bodies, and stakeholders, including activities delivered through local subsidies, a single contractor ensures streamlined communication, clear accountability, and efficient implementation.

The capacity development component, particularly in quality assurance, further relies on insights from policy analysis and ongoing advisory support, underscoring the importance of synchronized delivery. Maintaining the tender as a single lot therefore ensures coherence, minimizes coordination risks and transaction costs, and strengthens accountability for delivering a high-quality and impactful intervention.
