SectorMINISTRY OF AGRICULTURE ANIMAL INDUSTRY AND FISHERIES (MAAIF)NOTICE OF EXPRESSION OF INTERESTPOSITION: FINANCE OFFICER (1-POSITION UCSATP NPCU HEADQUARTERS)• BackgroundThe Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The overall Project Development Objective is to ‘Increase productivity, Market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).In order to support the effective and efficient overall management and implementation of project, MAAIF seeks to recruit the services of Finance Officer to support the Senior Finance Officer in Project Implementation.• Objectives of the AssignmentThe UCSATP demands establishment and monitoring of predictable and efficient accounting systems and procedures in place, as per guidelines of the Government of Uganda and World Bank and ensure transparency and efficiency in the process. For this purpose, the NPCU of UCSATP will recruit Finance Officer with adequate experience to support the Senior Finance Officer and the Accounts and Finance Coordination Unit in day-to-day functional activities, administrative support by performing duties of budget execution, processing accounting transactions, providing basic book keeping and participation in preparation of periodic financial reports in the areas of finance and accounting functions and to ensure compliance with the procedures and requirements of the World Bank.• Key roles and Responsibilities• Support the Senior Finance Officer in preparation of project Workplans and budgets for NARO and NAGRC&DB and ensure sufficient annual budgets for the project are appropriated by parliament and disbursed from the World bank.• Assist the Senior Finance Officer to maintain and oversee the day-to-day project financial transactions including maintain appropriate financial records and supporting documentation of all project expenditures and other transactions in accordance with the Government of Uganda and World Bank Financial Management Guidelines• Undertake internal controls of the project in liaison with the internal auditor,• Assist the Senior Finance Officer in managing stock and petty cash on a daily basis and ensure proper accountability and replenishment to support immediate project activities.• Assist the Senior Finance officer in preparing and analysing advance schedules to preparing for retirement of advances and arrange accountability status updates to components.• Prepare payments transactions authorized by the NPC UCSATP and extract payment vouchers and attach supporting documents and maintain a proper filing system for the project.• Ensure that all payments for the project are made and recorded in accordance with the approved budgeted/planned and the laid down accounting procedures and operational guidelines including those in the Project Implementation Manual (PIM) with guidance of the Financing Agreement.• To ensure that all the payment vouchers are adequately supported with appropriate source documentation, duly authorized for payment a property filed to facilitate easy retrieval and reference• Ensure timely transfer of funds to Agencies, Institutions departments and individuals;• Assist the Senior Finance officer in collation of all documents covering financial transactions of the project on daily basis and preparing them for the Project’s authorizing process• Assist the Senior Finance Officer in updating the financial ledgers and generate pre-set financial reports on monthly basis by the 15th of each following month• Assist the Senior Finance Officer in ensuring that approved bank accounts are maintained at adequate levels to enable scheduled payments to be made without delay, undertake timely cash flow projections and to observe good treasury and cash management practices.• Assist the Senior Finance Officer in preparing monthly/financial reports for NARO and NAGRC in line with Financial and Accounting Regulations and International Accounting Standards (IASs).• In liaisons with the Senior Finance officer ensure that funds for the Project are accounted for properly in accordance with conditions of the legal agreements, that all expenditure to be financed under the project is recorded accurately and accordingly in agreement with the Finance Management regulations• To ensure that all the project fixed assets are correctly identified and physical verifications carried out on a regular basis to ascertain existence and condition (s) and that all fixed assets are adequately insured.• Assist the Senior Finance Officer in preparing withdrawal applications and other accompanying documentation as required for periodic replenishment of the Designated Accounts, or for Direct Payments to suppliers• Assist the Senior Finance Officer and Monitoring and Evaluation Officer to monitor and update the project budget to align with financing agreement and project work plans.• Performing any other tasks as may be assigned by Senior Financial Management Officer from time to time.• Qualifications, Skills and Experience:Qualifications• The ideal applicant should be in possession of an Honors Bachelor’s degree in any of the following fields: Commerce (Accounting), Finance, Business Administration (Accounting) or any other related field majoring in Accounting from a recognized institution. A Post Graduate Diploma or Masters in any of the above relevant fields will be an added advantage.Competences• Must have completed at least stage two of the accreditation to Professional Accountancy bodies such as ACCA, CPA, CMA, CFA;• Computer literacy with knowledge of use of accounting software applications;• Knowledge of Integrated Financial Management System (IFMS).• At least three (3) years’ experience of Finance and Accounting experience.• Must have experience in public sector and externally funded projects.Required Knowledge, Skills and Abilities• Experience in providing hands on capacity building, training, and support supervision.• Knowledge of International Financial Reporting Standards and International Standards on Auditing.• Experience in interpreting financial and project management reports and determining appropriate remedial actions.• Proficiency in the use of computers for word processing, spreadsheets and any other applications used in the Financial Management functions• A high level of interpersonal and management skills and ability to work with teams in the organisation at all levels.• Organized and detail-oriented person.• Must be able to work under pressure and tight deadlines• Demonstrated capacity for strategic thinking as well as practical problem solving.• Excellent written and verbal communication skills in English.• Self-motivated and able to work with minimum supervision• Results-oriented.• Ability to work in teams.• Key Deliverables• Accurate and timely preparation of the annual work plan and budget.• Accurate and timely submission of quarterly interim financial reports.• Accurate and timely submission of audited annual financial statements.• Accurate and timely submission of financial management information during implementation support mission.• Timely approval of payments• All payments made and recorded in accordance with the approved budget and laid out accounting procedures• Payment vouchers adequately supported with appropriate source documentation.• All documents covering financial transactions for the project collated and prepared for authorization.• Financial ledgers updated and pre-set financial reports generated.• Approved Bank accounts maintained at adequate levels.• All financial records updated and maintained.• Monthly financial reports prepared in line with Financial and Accounting Regulations.• Project assets identified and verified on a regular basis.• Accountabilities retired in timely manner• Contract DurationThe senior Finance Officer shall be appointed for a period of two (2) years’ subject to probation period of six months, and renewable subject to satisfactory performance.• ReportingThe Finance Officer shall report to the Senior Finance Officer• Application procedureAll candidates should send their written applications with copies of academic credentials, testimonials and detailed Curriculum Vitae (CV) indicating contact details of (03) referees addressed to the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries, and hand delivered to theMinistry Procurement Unit located at Plot No.14 Lugard Road Entebbe,P. 0.
