Assignment Title: Upgrading and Customization of MIS for the PSSNYE Project

The Government of Sierra Leone has received financing from the World Bank toward the Social Safety Net and Youth Employment Project (PSSNYE). The National Commission for Social Action (NaCSA), the project implementing agency, now intends to apply part of the proceeds for consulting services for upgrading and customization of the management information systems (MIS) for the PSSNYE project.

Purpose of the assignment

The selected firm will customize the existing MIS to support the requirements of the PSSNYE project, focusing on the enhancement of existing features and the development of new functionalities, particularly the Public Work and Youth Entrepreneurship Management module.

Scope of Work

The consultant is expected to perform the following tasks:

  • Review of Existing Software and Requirements Validation: Conduct a thorough assessment of the current Management Information System (MIS) software to ensure it meets the evolving needs of the clients.
  • System enhancement: Enhance the existing Management Information System (MIS) to incorporate new functionalities and improve existing features to better serve client needs and improve overall system efficiency. Expected features would include:
  • Customization of Database: Adapt the current database schema to accommodate new data requirements for PSSNYE.
  • Project Result Framework: Develop and configure a result framework within the MIS to measure and report on project outcomes effectively.
  • Integration with KoBo/ODK: Enable data collection integration with KoBo Toolbox or Open Data Kit (ODK) for seamless field data entry and synchronization via APIs of Kobo Toolbox or Open Data Kit
  • Development of Public Work and Youth Entrepreneurship Management Module:
  • Create functionalities for grouping beneficiaries into teams.
  • Implement features for tracking daily attendance.
  • Develop mechanisms for calculating payments based on days worked.
  • Integrate the Public Works Module into the existing Report and Dashboard Module based on Elasticsearch and Kibana
  • Testing and Deployment: Conduct thorough testing of the customized MIS and ensure stable deployment on recommended Ubuntu servers.
  • Documentation and Capacity Building: Produce comprehensive user and technical documentation and provide training to selected NaCSA staff to ensure smooth operation and handover.
  • Maintenance Support: Provide ongoing maintenance and support for six months post-deployment to address any emerging issues and ensure system stability.

Duration of Assignment:

Month 1: Initial assessment and requirement gathering

Month 2-3: Initial configuration of the platform and dataset.

Month 4-8: Development and integration of new functionalities, including the Public Work Management module.

Month 9-14: Provision of maintenance and support.

The National Commission for Social Action (NaCSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are qualifications and experience of the firm in executing similar assignments, core business and years in business, relevant experience, technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
