REQUEST FOR EXPRESSIONS OF INTEREST
Consultancy Services for provision of Owner’s Engineer (OE) for Construction Supervision and Post-Construction Services for the Mt. Coffee Hydropower Plant Extension Project.

The Government of Liberia (GoL) has received financing from the World Bank towards the cost of the (IDA) Regional Emergency Solar Power Intervention Project (RESPITE) and it intends to apply part of the proceeds under the contract for Consultancy Services for provision of Owner’s Engineer (OE) for Construction Supervision and Post-Construction Services for the Mt. Coffee Hydropower Plant Extension Project.
The consulting services (“the Services”) includes the provision of Owner’s Engineer (OE) services in accordance with the Terms of Reference (ToR). These services will provide comprehensive site supervision and technical oversight for the Mt. Coffee Hydropower Extension Project,
The Mount Coffee Extension Project will be executed under two (2) separate procurement packages/ contracts (civils and HEM), plus some small works if required for Dam Safety Implementation. Accordingly, the objectives of this assignment pertaining to the packages covers the following key components:
- The Civil Works: Supervision of the dam and intake bay civil works, tailrace excavations, excavations for the power station extension, earthworks, foundation, and superstructure concrete works, cladding and all external and internal civil, structural, architectural, electrical, and mechanical works, access road, warehouse/workshop, among others, to be contracted to the civil works Contractor
- The Electromechanical and Hydromechanical Equipment (HEM): Attendance of Factory Acceptance Testing (FAT) on behalf of the Employer, supervision of HEM Works (turbines, generators, intake gates, intake gate hoisting system, penstocks, bifurcations and gates, and ancillary services) as per the contract for Design and Build to be contracted to the HEM Contractor.
The Owner’s Engineer (OE) will also supervise the implementation of the Environmental and Social Management plan, the ESIA Occupational Health and Safety, Dam safety implementation, etc
The contract duration is estimated at 42 months, with a total level of effort of 183 person-months, distributed across key technical disciplines to ensure continuous and effective supervision throughout the project lifecycle.

The Employer now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are
Core business and years in business:
The firm shall be registered/ incorporated as a consulting firm with a core business in the field of the assignment.
Qualification and Experience of the Firm:
The Consultant must meet the following minimum criteria:
- Experience in Hydropower Projects: Minimum 10 years of demonstrable experience in technical assistance and consultancy for grid-connected hydropower projects (at least 20MW), including design review, construction supervision management, and commissioning. Experience must cover civil, hydro-mechanical, electro-mechanical systems works and design, and dam safety. Experience in hydropower plant extensions (especially those that operate as hybrid plants with solar PV) would be an added advantage.
- Relevant Project Portfolio: Successfully completed at least two (2) assignments of similar scope and complexity within the past 10 years, with a construction value of at least USD 50 million each, with at least one in Sub-Saharan Africa or a developing country context.
- Experience with International Standards and Donor-Funded Projects: Proven experience with FIDIC Red and/or World Bank Works/Plant contracts; demonstrated implementation of the World Bank Safeguard Framework (ESMP, OHS, GBV/SEA mitigation, GRM); and familiarity with international hydropower standards (IHA, ICOLD, IEC, USBR).
- BIM and Digital Tools: Prior experience coordinating or integrating Building Information Modeling (BIM) into supervision workflows is an advantage.
- Training and Knowledge Transfer: Proven capability to design and deliver capacity-building programs, including on-the-job training, workshops.
Technical and managerial capability of the firm: The firm must show managerial and technical expertise as outlined in the ToR and submit an organogram and company profile to support its competence.
To demonstrate their suitability, consultants must submit among others the following supporting documents.
- The firm's company brochures (or link to website), including the core areas of business.
- Company information: name, status, address, telephone number, facsimile number, year of establishment, contact person for the Project) number of permanent staff and partners, and fields of expertise.
- Summary of key projects completed during the specified years, including: contract values (consulting and works), project location and closed area, staffing details, client name, execution partners and share of services, funding source, scope of services, start and end dates, and a brief project description.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest related to this assignment.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected, and so equal weighting will be used for the lead firm and its partners or associates
A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
