Expressions of interest

The Government of Southern Sudan (GoSS) has received a grant from the Multi-Donor Trust Fund (MDTF) which is being administered by the World Bank and intends to apply part of the proceeds for consultant services.

The services include provision of comprehensive procurement agent's services. In particular, the Consultant shall carry out both GoSS and MDTF procurement on behalf of Ministries, Departments and Agencies (MDAs). The GoSS procurement shall be conducted in accordance with the Interim Public Procurement and Disposal Regulations (IPPDR). The MDTF procurement shall be conducted strictly in accordance with: (i) World Bank Guidelines # Procurement under IBRD Loans and IDA Credits, dated May 2004 (revised October2006); or (ii) the World Bank Guidelines # Selection of Employment ofConsultants by World Bank Borrowers, dated May 2004 (revised October 2006); and shall use the current versions of the World Bank Standard Bidding Documents (SBDs), the Standard Requests for Proposals, and all other associated standard World Bank Forms of Bid Evaluation etc. However, the Procurement Agent will not handle any procurement related to defense hardware for police, military or paramilitary.

The projected MDTF annual transaction volume over the next 2 years is currently estimated at approximately US$125m per year. The GoSS transaction projections (based on last years procurement through the Procurement Agent) amount toapproximately US$850m, in the form of approximately 85 contracts, with the majority in Goods and Works.

The implementation period is to be 2 years, commencing October 01, 2009.

The Ministry of Finance andEconomic Planning (MOFEP) now invites eligible consultant firms to indicate their interest in providing the services. Interested consultantfirms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions using World Bank and other donor procurement procedures, availability of appropriate skills among staff in all aspects of procurement, including works, goods, consulting servicesand non-consulting services. Consultant firms may associate to enhance their qualifications.

During the assignment, the Consultant is expected to post about three key staff in Juba, Southern Sudan with sufficient and efficient support from their home office. In addition, the Consultant will be required to provide technical assistance, e.g. for the preparation of specifications for the procurement on on-call basis.

A consultant firm or association of firms will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
