REQUEST FOR EXPRESSION OF INTEREST (EOI)
The Government of Botswana has received a loan from the World Bank towards the cost of the Botswana Integrated Transport Project (BITP) and intends to apply part of the proceeds of this loan to finance eligible payments for the Consultancy Services for Conceptual Design and Preparation of Bidding Documents for Three Grade separated intersecti
The Botswana Integrated Transport Project is intended to enhance the efficiency of the transport system and competitiveness of transport services, through building modern business capacity in the public administration, improving inter-regional and critical transport infrastructure under the jurisdiction of Botswana Roads Department.
Background
Roads Department under the Ministry of Transport and Communications (MoTC) in the Republic of Botswana intends to upgrade some of the majorintersections along the KT Motsete Drive ('Western Bypass') to Grade Separated intersections as an enhanced way of addressing traffic flow challenges in Gaborone, especially during peak periods. Since majority of traffic accidents occur at these intersections, there is an urgent need to deal with the intersection design and associated traffic management options, including a possible introduction of grade separated levels which will provide better and optimal solution for the increased traffic volumes and demands.. Trafficfigures reveal that the most affected intersections are along K T MOTSETE DRIVE, commonly referred to as the Western Bypass.
Invitation of Firms
The Botswana Roads Department (RD) which is the implementing agency on behalf of MoTC invites eligible consulting firms, with a proven track record to design solutions for similar high traffic volumes at gradeand grade separated intersections projects under Output- and Performance-based Contract format, based on Design, Build and Transfer methodology, to express their interest in providing the services for the for Conceptual Design and Preparation of Bidding Documents for Three Grade separated intersection , at KT Motsete Drive ('Western Bypass') junctions with Lobatse Road, Willie Seboni/Mogoditshane Road and Kudumatse Drive.
For a successful execution of OPRC Contracts, it is required that the Consultant fully understands the concept of Output- and Performance-based Road Contract

Scope of Services
The overall objective of the Consultancy services include assisting the Roads Department to carryout technical studies needed for three conceptual designs for the improved intersections with cost estimates foreach option, after which more studies for the preferred option involving a conceptual design would be done for OPRC implementation; providecost estimate for; prepare the engineering and bidding documents and assist the Client with the procurement of contractors. The implementation of the civil works program is to be in the order of 18 months.
Specifically, the consulting services will among others cover the following:
- Carry out the required detailed inspection, field investigations, collection of data available within the country from both public and private sources, their examination and assessment, prepare three ( 3) basic conceptual designs for each of the improved intersections withcost estimates for each option and thereafter carryout studies for the preferred conceptual design including the preparation of the bid documents for civil works contracts (Phase 1 of the project)., and
- Assist the Client during tendering and bid evaluation process (Phase 2 of the project).
Submission of EOI
One original and four (4) copies of the expression of interest must be submitted in a sealed envelope clearly marked "Conceptual Design and Preparation of Bidding Documents for Three Grade separated junctions at the intersection of KT Motsete Drive ('Western Bypass') with Lobatse Road, Willie Seboni/Mogoditshane Road and Kudumatse Drive" and should be delivered at the address below and addressed to "The Secretary, Ministerial Tender Committee, Private Bag 00414, Gaborone, Botswana" by 0800 hours local time. (GMT+2:00) 27th October 2011. The submissions shall be opened immediately thereafter in the Conference Room of the offices of the Ministry of Transport and Communications in the presence of firms or their representatives who choose to attend.
LATE SUBMISSIONS WILL NOT BE ACCEPTED and will be returned to the bidders unopened.
Selection Criteria
Selection of consultant firms will be in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers, published in January 2011.
It should be noted that the Botswana Roads Department is not obliged to invite to participate in the subsequent bidding process any particular potential consulting firm that expressed an interest in this project.
