REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
CONSULTANCY SERVICES FOR GAP ANALYSIS, TRAINING, ESTABLISHMENT, IMPLEMENTATION & CERTIFICATION OF AN INTEGRATED MANAGEMENT SYSTEM (IMS)

The Government of Uganda (GoU) has received funding from the World Bank towards the cost of the implementation of Electricity Access Scale-Up Project (EASP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include development an Integrated Management System (IMS) for MEMD leading to ISO 14001, 9001 & 45001 certification. Therefore, MEMD requires professional Consultancy Services to review and assess existing MEMD documentation including the relevant national polices, laws and regulations, international standards and best practices documents in order to undertake a gap analysis, develop the ESHSMS, train and support ISO certification process (ISO 14001, ISO 45001, & ISO 9001).
The assignment will require a consultant to assemble a team of key experts comprising of a Team Leader (Certified Lead Auditor and Trainer), Lead Consultant Trainer and Auditor for ISO 14001, -, Lead Consultant Trainer and Auditor for ISO 45001, Lead Consultant ISO 9001) - Trainer and Auditor and Social Development Specialist. The total professional staff-months required is 60.5 man-months. The assignment will be carried out for a period of three (3) years.
The objectives of the assignment are to:-
- To conduct a gap analysis of the existing management systems in MEMD and develop a road map.
- To develop an integrated ESHS MS for MEMD
- To sensitize, train and build capacity of MEMD staff (Top management, Lead implementers, Lead auditors for effective implementation of the ESHS MS
- Mentor and support MEMD in achieving ISO 14001, 9001 & 45001 certification.

The Ministry of Energy and Mineral Development (MEMD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are:
- Minimum of ten (10) years of general experience in Quality Management Systems and ISO Certification.
- Experience of at least three (03) similar assignments involving training, establishment, implementation & ISO Certification completed in the last ten (10) years. Attach Documentary evidence in form of completion certificates contracts, reference letters or the equivalent).
- An average annual turnover of at least US$ 200,000 over the past three recent years as evidenced in the audited accounts. Audited accounts for the last three years must be submitted.
- Experience working with communities of different diversities in sub-Saharan Africa.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018, November 2020 and September 2023 setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
