REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION)

NAME OF PROJECT: Southern African Power Pool Program for Accelerating Transformational Energy

Assignment Title: Procurement Specialist
The World Bank is preparing a Program with the Southern Africa Power Pool (SAPP) to help accelerate preparation of priority regional power generation and transmission projects in the region of the Southern African Power Pool. The Program Development Objective is “to facilitate the preparation of priority regional energy projects in the Southern African Power Pool region”.
As part of this initiative, the SAPP intends to procure the services of the Procurement Specialist for initial period of 2 years with a probation period of 3-months.
Scope of work
The Procurement Specialist shall ensure efficient procurement of goods and services for SAPP in line with available guidelines and policies and will be based at the SAPP Coordination Centre (“SAPP CC”) in Harare, Zimbabwe. The person shall report to the Programmes Manager.
Key Result Areas for The Post
- Reviewing all project documents to facilitate the establishment of procurement procedures for the management and implementation of projects.
- Establishing and maintaining a procurement management and filing system for SAPP.
- Setting up a procurement management tracking system which monitors the implementation of all procurement activities, including expenditures relating to projects.
- Preparing customised bidding documents, requests for proposals, requests for quotations, letters of invitations, clarifications/amendments, evaluation reports and contract award decisions.
- Preparing and regularly updating the project implementation manual and procurement plan.
- Monitoring implementation of the procurement plan.
- Preparing general procurement notices, specific procurement notices, and requests for expression of interest whenever required.
- Establishing and periodically updating a register of qualified suppliers and consultants to facilitate advertisements and requests for expression of interest.
- Coordinating the preparation of terms of references for launching requests for proposals for consulting assignments and specifications for the preparation of bidding documents.
- Coordinating with technical staff during evaluation of expressions of interest for short listing and required technical and financial evaluations.
- Receiving bids and participating in bid opening and evaluation sessions.
- Coordinating the dispatch of procurement documents to project funders and following up on procurement actions requiring a “no objection”.
- Overseeing clarification meetings and developing clarifications/amendments to procurement documentation.
- Participating in the selection of evaluation panels and assuming the role of secretary to the panels.
- Preparing contract documents and ensuring their timely distribution to all stakeholders.
- Ensuring timely receipt of goods and status reports.
- Confirming acceptability of goods and works delivered before payments.
- Establishing a performance monitoring database for all suppliers, contractors and consultants and ensuring efficiency and timeliness in the delivery of outputs.
- Preparing regular and adhoc procurement reports.
- Ensuring timely processing of payments to contractors, suppliers, and consultants.
- Maintaining and updating accounts and the accounting system with processed transactions.
- Ensuring that all procurement activities and processes comply with laid down controls, regulations, policies, and procedures.
- Maintaining a comprehensive fixed asset register for all projects.
- Carrying out all procurement activities, processes and other duties as assigned.
Required Qualifications and Experience
The Procurement Specialist shall have the following minimum qualifications, experience, and technical competencies:
Qualifications

- Bachelor’s Degree in Procurement, Business Law, Social Sciences, Engineering or Administration.
- Master’s Degree in Procurement, Business Law, Social Sciences, Engineering or Administration is desirable.
- Membership of a recognised procurement professional institution.
- Should be a SADC national and should possess a valid passport to travel within the SADC region and beyond.
Experience
|
- 8 years post graduate experience in procurement and contract management.
Technical competencies
|
- Knowledge of World Bank, African Development Bank and other international procurement policies and procedures.
- Knowledge of the institutional, technical, and commercial aspects of procurement.
- Team playing skills, with a proven track record in working effectively within multidisciplinary teams.
- Ability to work under pressure with minimum or no supervision.
- High level of computer literacy.
- Good communication skills coupled with a good command of spoken and written English.
A Consultant will be selected in accordance with the Individual Consulting method set out in the Consultant Regulations.
