The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consultant to Develop Corporate Identity and Corporate Identity Manual for Lesotho Public Procurement Authority (LPPA). (“the Services of the consulting firm will be required to complete the assignment in two (2) months and the consulting should ensure full consistency with Terms of reference. The expected commencement date 10 September 2025.

The Ministry of Finance and Development Planning now invites eligible individual Consultants “Consultants”) to indicate their interest in providing the services. Interested Individual consultants/firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Relevance and suitability of core experience and qualification of the individual consultant with the subject assignment OR business area of the consulting firm and its team, with the subject assignment.

• The consultant must have successfully completed at least three (5) corporate identity and corporate manual preparation and design services within the past 5 years.

• The consultant should have a minimum of 5 years of experience in providing corporate marketing and /or corporate identity design services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the Procurement Regulations.

Submissions should be send in person by 14th August 2025. The EoIs may be sent to Ministry of Finance and Development Planning 2nd Floor, Finance House, Government Complex, Kingsway (Procurement Office 2010), on or before 14th August 2025 at 15:00hrs local time.
