The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for consulting services for Capacity Building of Training and Development of Staff on how to conduct Training Needs Assessment, (“the Services of the Consultant will be required to complete the assignment in five (5) months and the consultant should ensure full consistency with Terms of reference. The expected commencement date will be 01 June 2025.

The Ministry of Finance and Development Planning now invites eligible Individual Consulting (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Relevance and suitability of core business area of the Individual Consultant with the subject assignment.

• Demonstrable capability to perform the assignment based on previous similar assignments undertaken. Must have completed assignments on Training and Development issues in the Public Sector for more than 13 years.

• Must have ten (10) years’ relevant experience in training and development activity of which the consultant has designed training programs for at least three (3) training institutions.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the Procurement Regulations.

In case of in person delivery, the EoIs may be deposited in the Tender Box located at the reception area of Ministry of Finance and Development Planning 3rd Floor, Finance House, Government Complex, Kingsway, on or before 17th December 2024. The EoIs will be opened on 17th November 2024 at 11.00 CAT immediately thereafter, in the presence of applicants who wish to attend.
