REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project – Phase 2 and intends to apply part of the proceeds for Consultancy Services for Local Procurement Specialist for LESSAP Projects.
The LEC is seeking the services of a Local Procurement Specialist (LPS) to work with the International Procurement Specialist (IPS) and other PIU team members and to perform the day-to-day operational activities of the Project Implementation Unit -Procurement Unit under LESSAP Projects.
The input of the Consultant will be required on a full-time basis for the first twenty-four (24) months. The project will renew the consultant’s contract on an annual basis and or for an additional term based on performance.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI) including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates, etc. The shortlisting criteria is listed below.
Qualifications, Experience, and Competencies:
- Minium Bachelors’ degree preferably in Procurement and/or Supply Chain Management, Business Administration, Public Administration, Economics, Development Management, Social Sciences or a related field. A Master’s degree in the related field will be an added advantage
- A minimum of 5 years’ post qualification experience in Public Procurement practices and procedures in reputable organization, Government agency or other donor funded projects with at least 3 years in senior management position.
- Minimum of 5 years of experience in handling, managing or overseeing national procurement for World Bank or other international donor -funded or administered projects;
- Experience with World Bank/other Multilateral Financial Institutions procurement policies and procedures.
- Familiarity with planning and holding tenders for goods, works, and services.
- Demonstrated experience in contract management at the supervisory level;
- Experience working with large Infrastructure projects and preferably Energy sector will be an added advantage
- Experience in delivering trainings and capacity-building programmes at the local level.
- Demonstrated computer skills, knowledge of Microsoft office suite especially word, excel and power point.
- Ability to handle multiple tasks simultaneously, set priorities, and work independently, or under minimum supervision.
- Ability to lead strategic planning, results-based management and reporting procedures effectively.
- Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
- Liberian nationals, who meet the qualification and experience requirements, will be given preference as part of efforts to build local capacity in the management of donor funded projects.
N.B This is a national recruitment therefore terms and conditions of the contract will be based on the Local Salary scale for Donor funded projects.
The Consultant must have minimum qualifications and experience as per the Terms of Reference below. The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 and February 2025).
