For
Consultancy Services to Facilitate Establishment of Three National Focal Groups (NFGs) and Capacity Building of Eight NFGs In SADC Member States
- Background
After successful completion of the Sustainable Groundwater Management in SADC Member States Phase 1 project, the SADC-GMI is now implementing phase 2 of the same project, under the strategic guidance of the SADC Secretariat. The 4-year phase 2 project is financed by the Multi Donor Trust Fund Cooperation in International Waters in Africa (CIWA), in collaboration with the Global Environment Facility (GEF), through the World Bank, and comprises of the following key components:
Component 1: Capacity building for sustainable groundwater management
Component 2: Knowledge development, dissemination, and advocacy
Component 3: Building resilient livelihoods, and inclusive groundwater management
Under Component B of Phase 1 project, SADC-GMI facilitated the establishment of five National Focal Groups (NFGs) in five SADC Member States, namely: Eswatini, Malawi, Mozambique, Namibia, and Zimbabwe. The NFGs were established as an advocacy group to organize a collective voice for the groundwater sector in the country and to increase the groundwater profile, advocating for investments and helping to mobilize resources for groundwater management and monitoring. The NFGs were also established to facilitate groundwater technical research and capacity development with a targeted focus on the mapping of the groundwater resource, improving information gathering and groundwater data management while emphasizing on the monitoring and evaluation of the groundwater use in the country.
During the formulation of the phase 2 project, it was acknowledged that the remaining 11 SADC Member States also need Groundwater NFGs to support them in the same areas as highlighted in the summaries above. Component 1.1 of phase 2 project therefore made provision for the establishment of an additional 3 NFGs and for the more intensive capacity building of the cumulative 8 NFGs.
- Objective of the Assignment
The key objective of this assignment is to establish three (3) new National Focal Groups (NFGs) in three (3) Member States and to build capacity of eight (8) NFGs in eight (8) SADC Member States to operationalise them in achieving their mandate.
- Specific Tasks and Activities
To achieve the objectives of this assignment, the successful Consulting Firm will undertake the following core tasks:
Task 1-Identification of the 3 Countries to Establish NFGs
Task 2- Update the Generic TORs for the National Focal Groups
Task 3-Establishment of National Focal Groups in the Member States
Task 4 - Determination of Training Needs for The National Focal Groups
Task 5: Implement Training for the 8 National Focal Groups.
- Eligibility
The ideal Consulting Firm should be a registered Company with proven experience in any of the following disciplines: Organizational Development, Governance, Institutional Strengthening, Training & Development, Human Resources, Leadership or other related area. A track record of more than 10 years in Organizational development, Training & Development preferably in the water sector or natural resources management environment in sub-Saharan Africa, particularly the SADC region and experience with donor funded projects is essential. The Consulting Firm should demonstrate a proven track record of successfully completing at least 3 similar assignments, of which one should have been in the SADC region. The Consulting Firm should demonstrate their capacity to mobilise Member State In-Country Counterparts who will support the activities in the Member States.
- Schedule and Duration of Assignment
This is a once-off assignment without any obligation for follow-up work and it is intended to be implemented over an estimated period of 14 months from contract commencement with an estimated aggregate level of effort of 250 man-days for the key experts only.
- Liaison and Logistics
On a day-to-day basis, the Consulting Firm will liaise with the SADC-GMI through the Governance and Institutional Consultant.
- Expression of Interest Submission Requirements
Interested consultancy firms are requested to submit an expression of interest, and the expression of interest should include the following:
a) Valid Business License
b) Registration Certificate of TIN and VAT
c) Company Certificate Registration/Incorporation
d) Evidence showing that the firm is a legal entity (certificate of registration)
e) Experience of working in a similar geographical region (SADC region)
f) Availability of Professional Key Staff with Suitable Qualifications in the field of
assignment
g) Evidence of at least 3 similar projects previously successfully completed, of which one was in the SADC region
h) Evidence showing the technical and managerial capabilities of the firm in the field of assignment
i) Brief description (not more than 3 pages) of the proposed Methodology of carrying out the scope of the work
j) The EOI submission should not exceed 30 pages.
